Bulgaria – Lift-maintenance services – Subscription-based maintenance of lifts for the needs of the Military Medical Academy and its subordinate structures under seven separate lots

The subject of this public procurement is a “service” within the meaning of Art. 3, para. 1, item 3 of the Public Procurement Act. The scope, volume and requirements for the performance of the public procurement under each separate lot are described and regulated in the Technical Specification, PART 2 of the tender documentation, with a “List of Equipment” and a “List of Elements and Parts” attached for each separate lot. ​​​​​​​​The provision of subscription-based maintenance of lift installations includes: subscription-based emergency and maintenance servicing of lifts, labor, preventive maintenance, lubrication, cleaning, adjustment and regulation activities, the performance of all functional checks (once a month) and technical servicing of the lifts and their associated equipment (six times a year), as specified in the applicable regulatory documents, as well as continuous 24-hour emergency servicing, repair activities and/or replacement of elements and parts with original or analogous ones, in accordance with the Ordinance on the Safe Operation and Technical Supervision of Lifts, in order to ensure their safe and trouble-free operation (including renovation of the equipment where necessary). The Contractor shall perform the activities assigned to it in accordance with the requirements of the Contracting Authority and the statutory and secondary legislative acts governing the activities included in each separate lot. Subscription-based maintenance under each separate lot shall be performed periodically in accordance with a plan approved by the Contracting Authority. The quantities of elements and parts of the lift installations specified for replacement in the Technical Specification under the respective separate lot are indicative/estimated, and deliveries depend on the current needs of the MMA and any need that arises, including renovation. The Contracting Authority is under no obligation to use the entire quantity and/or all nomenclature items. Within the term of the contract, the Contracting Authority, depending on its current needs, shall approve the required quantities of elements and parts, including those for renovation, until the estimated value is reached. The Contracting Authority reserves the right, where necessary: - to change the quantities of elements and parts specified in the Technical Specification in accordance with its needs; - to decline the installation of certain types of elements and parts included in the specification in the event of a change in the regulatory framework, discontinuation of production, structural changes within the MMA, as well as when the need to provide the specified type of elements and parts ceases to exist; - to request new types that are not included in the Technical Specification but are required for the performance of the subject matter of the public procurement; * “New types” means: in the event of discontinuation of production and/or import of the offered elements and parts, elements and parts that are equivalent to the types of elements and parts included in the Technical Specification and meet the requirements of the Contracting Authority.
