Opportunity description
The DPS is established for the supply of various types of medical devices and consumables for the needs of “MBAL-Blagoevgrad” AD. The initially planned “Technical Specification” may be partially amended during the operation of the dynamic system by adding new medical devices and/or consumables and/or changing their quantities. The quantities specified in the “Technical Specification” attached to the documentation are estimated and do not create an obligation for the Contracting Authority to award them in the estimated volume. The actual performance of the public procurement contract will be determined on the basis of the medical devices and consumables actually supplied, within the financial resources. The exchange of documents and communications between Contracting Authorities, candidates, tenderers and public procurement contractors is carried out through the Centralised Electronic Platform. The duration of the DPS is 36 months. The dynamic purchasing system is open throughout its period of validity to every candidate who meets the selection criteria. Access to and participation in it are open and free of charge for all interested parties. The term of contracts concluded on the basis of restricted procurements within the DPS is a period of 12 /twelve/ months. The dynamic purchasing system (DPS) is conducted in stages. Pursuant to Art. 101 of the Public Procurement Act, depending on the stage of the procedure, candidates submit requests to participate, and qualified (admitted) candidates submit tenders. The DPS is managed as a fully electronic process and, throughout the period of validity of the purchasing system, it is open to every economic operator /implementing body/IB/ that meets the selection criteria. The specified selection criteria are also exclusion criteria. The Contracting Authority provides full, unrestricted and direct access to the documentation for this procedure through the Centralised Electronic Platform, referred to as the “platform”. Requests and tenders must be prepared and submitted in accordance with the requirements of Art. 101 of the Public Procurement Act and Art. 47 of the Regulations for the Implementation of the Public Procurement Act, within the deadline specified in the notice. Each request and each tender is submitted in the CAIS EOP system. First stage /initial collection of requests to participate/: Qualification of suppliers (admission of suppliers to the system). At this stage, requests to participate are collected. The requests to participate /ESPD/ contain information regarding the candidates’ personal status and the selection criteria. Deadline for submitting initial requests – 25.09.2026. The initial requests to participate will be examined within 10 working days of the deadline for submitting initial requests. An invitation for a specific procurement will not be announced before all initial requests have been examined. Requests may also be submitted after the deadline for submitting initial requests; in these cases, candidates will receive invitations after their inclusion in the DPS has been approved. The Contracting Authority determines the qualified suppliers by a Selection Decision. After the Selection Decision enters into force, the second stage of the procedure follows. Second stage /collection of tenders under specific invitations/: This is followed by sending an invitation to submit tenders for a specific public procurement contract to those suppliers who have been qualified/admitted. The tenders contain a technical and price proposal. Pursuant to Art. 39, para. 1 of the Regulations for the Implementation of the Public Procurement Act, by submitting a tender, candidates are deemed to agree to all the Contracting Authority’s conditions, including the tender validity period determined by it and the draft contract. An invitation for a specific procurement will not be announced before all initial requests submitted within the deadline specified above have been examined. For specific procurements under invitations, tenders will be ranked by a program that will be accessible and free of charge to all candidates. Unrestricted, full and direct access to the public procurement documentation is provided throughout the period of validity of the DPS. *Interested parties may submit requests for admission/inclusion in the DPS at any time. The Contracting Authority will examine newly received proposals twice a month (on the 1st and 15th day of the month) or once every two weeks. The Contracting Authority will issue a decision admitting the candidates to the DPS. After each examination of the requests, the Contracting Authority issues a Selection Decision by which the qualified suppliers join the DPS. Procedure: restricted. Estimated value: 1,431,566.88 EUR.
