1. Contracting authority The contracting authority for this public procurement is “MOBAL ‘Dr. Stefan Cherkezov’” AD, with registered office and management address: Veliko Tarnovo, 1 Nish St. 2. Subject matter of the public procurement, estimated value and source of funding The subject matter of the public procurement is a supply pursuant to Art. 3, para. 1, item 2. The estimated value for the supply of medical equipment under financial leasing terms for a period of 60 months amounts to EUR 730,000 (seven hundred and thirty thousand), excluding VAT. The amount is provided from the medical institution’s own funds. The Contracting Authority envisages the delivery, installation and commissioning of the medical equipment within a period of up to 90 days from the date of conclusion of the contract. This circumstance may result in a total contract duration exceeding 5 years, but not more than 66 months. In view of the above and pursuant to Art. 113, para. 2 of the Public Procurement Act, the Contracting Authority justifies the possibility of the contract having a term longer than 5 years by taking into account, on the one hand, its financial capacity to pay the respective monthly installments and, on the other hand, the need to provide a reasonable period within which the contractor can deliver, install and commission the medical equipment. Reducing the financial lease term would result in higher monthly installments, which could in turn render the Contracting Authority unable to pay them, which would constitute non-performance of the concluded contract and, accordingly, enable the contractor to claim penalties/damages from the Contracting Authority. On the other hand, taking into account the specific characteristics of the medical equipment, the Contracting Authority must provide the contractor with a reasonable period within which the latter can procure the equipment and perform its remaining contractual obligations, namely its installation and commissioning. The 2-month deferred payment stipulated by the Contracting Authority also affects completion of the contract and may likewise result in a longer contract term. The above does not alter the fact that the financial lease must be divided into 60 monthly installments, in accordance with the Contracting Authority’s requirements. 2a. Purchase option The Contracting Authority provides for the possibility of purchasing the equipment by paying a residual value after repayment of the principal. The residual value is included when determining the estimated value and evaluating the price proposal. 3. Description of the subject matter of the procurement, quantities and scope The public procurement concerns the supply of medical equipment by means of which an endoscopy center will be established in the Gastroenterology Department of “MOBAL ‘Dr. Stefan Cherkezov’” AD, with the medical equipment to be supplied under financial leasing terms. A specific description of the type and scope of the medical equipment and the financial leasing terms is contained in the technical specification, which forms an integral part of this documentation. 4. Information on lots This public procurement is divided into 9 lots: - Lot 1 – Video endoscopy system for upper and lower endoscopy and ERCP - EUR 298,000 - Lot 2 – Convex scanning ultrasound endoscope and high-end ultrasound system with software for endoscopic ultrasonography – EUR 226,600 - Lot 3 – Device for cleaning and disinfecting flexible endoscopes – EUR 52,500 - Lot 4 – Cabinet for drying and storing flexible endoscopes – EUR 68,310 - Lot 5 – Medical recording device – EUR 8,000 - Lot 6 - Electrosurgical generator with the option of upgrading with argon – EUR 25,500 - Lot 7 - Argon-plasma coagulation module – EUR 25,530 - Lot 8 - Electrosurgical generator – EUR 17,380 - Lot 9 - 2 pcs. 4K 31.5-inch monitors – EUR 8,180 Pursuant to Art. 21, para. 6 of the Public Procurement Act, Contracting Authorities may award lots under the procedure applicable to the individual estimated value of each lot, provided that the value of the respective lot does not exceed EUR 79,998.77 for supplies and services and EUR 511,291.88 for construction, and the total estimated value of the lots awarded in this manner does not exceed 20 percent of the total estimated value of the procurement. This procedure is divided into 9 lots expressly specified in the documentation. For the purposes of this procedure, the Contracting Authority will award Lots 6, 7, 8 and 9 under the procedure applicable to the individual estimated value of each of them. 5. Requirements concerning the personal situation of participants. The requirements concerning the personal situation of participants established by the contracting authority are the statutory requirements incorporated in Art. 54, para. 1 of the Public Procurement Act 6. Selection criteria Participants must have achieved a minimum total turnover over the last 3 (three) completed financial years of no less than EUR 50,000 or its equivalent in leva. Participants wishing to submit a proposal for performance of the procurement under Lot 5 must have achieved a minimum total turnover over the last 3 (three) completed financial years of no less than EUR 5,000 or its equivalent in leva. 7. Award criteria The criterion selected by the Contracting Authority for awarding this public procurement is specified in Art. 70, para. 2, item 3 of the Public Procurement Act, namely: optimal quality/price ratio 8.
