The total estimated value for performance of the subject matter of the procurement is EUR 228,942.15 excluding VAT, distributed by lots as follows: Lot No. 1 – Supply and installation of medical furnishings and equipment for the needs of a cerebrovascular center (stroke center). - €53,650.00 Lot No. 2 – Supply and installation of furniture and furnishings for the needs of a cerebrovascular center (stroke center). - €75,675.63 Lot No. 3 – Supply and installation of desks with pedestals for the needs of the Multidisciplinary Emergency Department – 44 units. - €58,666.52 Lot No. 4 – Supply and installation of equipment for the needs of a cerebrovascular center (stroke center). - €23,000.00 Lot No. 5 – Supply and installation of furnishings for the needs of the 4th and 6th floors. - €17,950.00 Pursuant to Art. 21, para. 6 of the Public Procurement Act, the Contracting Authority has the right to award lots under the procedure applicable to the individual estimated value of each of them, provided that the value of the respective lot does not exceed €79,998.77 for supplies and services and the total estimated value of the lots awarded in this manner does not exceed 20% of the total estimated value of the procurement. In view of the above, Lot No. 5 will be awarded through direct award, since its estimated value is below €25,564.59 excluding VAT and falls within the scope of Art. 20, para. 4, item 3 of the Public Procurement Act. The estimated value of this lot represents 8.51% of the total estimated value of the procurement. The estimated value of Lots No. 1, No. 2, No. 3 and No. 4, which will be awarded through an open procedure via CAIS EOP, amounts to €210,992.15 excluding VAT. Procurement performance period: 24 months. The period for fulfilling a request shall be no more than 180 calendar days from the date of receipt by the Contractor of a request from the Contracting Authority for supply and installation and receipt of an advance payment, if the Participant has stated its wish to use one. The Contracting Authority imposes a requirement for completeness of the tender – participants must offer performance for all nomenclature items in the lot for which they submit a tender. If one or more nomenclature items are not offered, or if the participant’s proposal for one or more nomenclature items does not meet the Contracting Authority’s requirements, the completeness requirement shall be deemed not to have been met and the participant shall be excluded from participation for the respective lot. The evaluation and ranking of the participants’ tenders will be carried out on the basis of the most economically advantageous tender. The most economically advantageous tender will be determined on the basis of the award criterion: “lowest price,” pursuant to Art. 70, para. 2, item 1 of the Public Procurement Act. The proposed total value excluding VAT, to two decimal places, is subject to evaluation. Separate evaluation and ranking shall be carried out for each lot. The Contractor shall guarantee the performance of its obligations arising from this Contract by means of a performance guarantee amounting to 3% (three percent) of the total value of the Contract excluding VAT. Pursuant to Art. 104, para. 2 of the Public Procurement Act, the evaluation of the participants’ technical and price proposals will be carried out before examination of the documents demonstrating compliance with the selection criteria. The price proposals in the participants’ tenders will be opened and announced after the generated key has been decrypted. All costs for transport, unloading, carrying, assembly, installation, fastening, leveling, packaging, consumables and other accompanying activities necessary for the complete performance of the procurement must be included in the price proposed by the participant. The proposed furnishings and equipment must be new, unused and have original components. They must be delivered in original packaging with its integrity intact. All documents accompanying the delivery shall also be handed over with the furnishings in Bulgarian. All costs for transport, unloading, carrying, assembly, installation, fastening, leveling, packaging, consumables and other accompanying activities necessary for the complete performance of the procurement must be included in the price proposed by the participant. The proposed furnishings and equipment must be new, unused and have original components. They must be delivered in original packaging with its integrity intact.
