The subject matter of the public procurement includes the provision of periodically recurring services for the acceptance, transportation and treatment/disposal of hazardous hospital waste generated by the activities of "SBALAG - Maychin dom" EAD, under three lots defined according to the codes of the hazardous hospital waste and the requirements for its treatment/disposal. The activities included within the scope of the respective lot shall be carried out in accordance with the special requirements and provisions of the Waste Management Act (WMA); the Environmental Protection Act (EPA); Ordinance No. 2 of 23.07.2014 on waste classification; Ordinance No. 1 of 09.02.2015 on the requirements for waste collection and treatment activities on the premises of medical and healthcare establishments; Ordinance No. 1 of 04.06.2014 on the procedure and forms for providing information on waste activities, as well as the procedure for maintaining public registers; Ordinance No. N-4 of 2.06.2023 on the conditions and requirements to be met by sites for the storage or treatment of waste, for the placement of waste-treatment facilities and for the transportation of industrial and hazardous waste; Ordinance No. 40 of 14.01.2004 on the conditions and procedure for the road transport of dangerous goods; Ordinance on waste electrical and electronic equipment (adopted by Council of Ministers Decree No. 256 of 13.11.2013, promulgated, State Gazette, No. 100 of 19.11.2013), as well as all other regulatory acts governing the acceptance, transportation and treatment/disposal of hazardous hospital waste and the other activities covered by the subject matter of this procurement. The activities covered by the subject matter of the procurement for the respective lot include acceptance of the hazardous hospital waste, transportation by specialized vehicles, measuring/weighing of the quantities handed over, treatment/disposal of hazardous hospital waste, provision free of charge for use of reusable receptacles for the collection and transportation of hazardous waste, labeling and loading and unloading operations, as well as all other activities necessary for performance of the procurement specified in the documentation or in the applicable regulatory framework. The lot is for hazardous hospital waste with code 18 01 02 (body parts and organs, including blood bags and blood preserves (except 18 01 03*)), with an estimated quantity for 24 months of 18,000 kg. The acceptance and transportation of waste with code 18 01 02 shall be carried out twice a week—every Monday and Thursday between 7:30 a.m. and 8:30 a.m. In the event of an urgent need and following a request submitted by the Contracting Authority, the Contractor shall transport the requested waste no later than three hours after receipt of the request. For the duration of performance of the procurement, the Contractor shall provide free of charge for use the necessary reusable transportable receptacles/containers intended for the separate collection of hospital waste at the place where it is generated, with a tightly closing lid, meeting the requirements of Art. 20 of Ordinance No. 1 of 9.02.2015 on the requirements for waste collection and treatment activities on the premises of medical and healthcare establishments—made of rigid, impermeable, puncture-resistant material and marked with the international hazardous-waste symbol—a minimum of 20 containers, with a minimum volume of 200 l. The treatment/disposal of hazardous hospital waste shall be carried out using the applicable methods in accordance with the requirements of Art. 21 of Ordinance No. 1 of 9.02.2015, the type and code of the waste, and the permit held by the Contractor to carry out waste-treatment activities in accordance with the applicable provisions. Following treatment of the waste, it shall be deposited by the Contractor at an authorized landfill. The lot is for hazardous hospital waste with code 18 01 06* (chemicals consisting of or containing hazardous substances), with an estimated quantity for 24 months of 1,000 kg. The acceptance and transportation of the waste shall be carried out upon prior request by the Contracting Authority. The Contractor shall transport the waste no later than 10 calendar days from the date of receipt of the request. The Contractor shall provide the necessary specialized receptacles/containers for the transportation of hazardous waste with code 18 01 06*, in accordance with the quantity requested by the Contracting Authority for transportation under each specific request. The treatment/disposal of hazardous hospital waste shall be carried out using the applicable methods in accordance with the requirements of Art. 21 of Ordinance No. 1 of 9.02.2015, the type and code of the waste, and the permit held by the Contractor to carry out waste-treatment activities in accordance with the applicable provisions. Following treatment of the waste, it shall be deposited by the Contractor at an authorized landfill. The lot is for fluorescent tubes and other mercury-containing waste with code 20 01 21*, with an estimated quantity for 24 months of 300 kg. The acceptance and transportation of the waste shall be carried out upon prior request by the Contracting Authority. The Contractor shall transport the waste no later than 10 calendar days from the date of receipt of the request. The Contractor shall provide the necessary specialized receptacles/containers for the transportation of hazardous waste with code 20 01 21*, in accordance with the quantity requested by the Contracting Authority for transportation under each specific request. The treatment/disposal of hazardous hospital waste shall be carried out using the applicable methods in accordance with the type and code of the waste and the permit held by the Contractor to carry out waste-treatment activities in accordance with the applicable provisions. Following treatment of the waste, it shall be deposited by the Contractor at an authorized landfill. Procedure: neg-wo-call. Estimated value: 21,000 EUR.
