Supply of construction, plumbing, electrical and carpentry materials and tools for the needs of the facilities of the Executive Agency “Military Clubs and Military Recreation”, by separate lots. The public procurement contract is divided into six separate lots, as follows: Lot No. 1: Supply of construction, plumbing, electrical and carpentry materials and tools for the needs of the Territorial Directorate – Plovdiv (TD - Plovdiv) Lot No. 2: Supply of construction, plumbing, electrical and carpentry materials and tools for the needs of the Territorial Directorate – Burgas (TD - Burgas) Lot No. 3: Supply of construction, plumbing, electrical and carpentry materials and tools for the needs of the Territorial Directorate – Varna (TD - Varna) Lot No. 4: Supply of construction, plumbing, electrical and carpentry materials and tools for the needs of the “Lozenets” Residence and the Central Military Club – Sofia Lot No. 5: Supply of construction, plumbing, electrical and carpentry materials and tools for the needs of the Military Hostels Lot No. 6: Supply of construction, plumbing, electrical and carpentry materials and tools for the needs of the Central Administration of the Executive Agency “Military Clubs and Military Recreation” The subject matter of the public procurement contract includes supplies, at the Contracting Authority’s request, of construction, plumbing, electrical and carpentry materials and tools for the maintenance of the facilities of the Executive Agency “Military Clubs and Military Recreation”. This procedure awards lots No. 1 through No. 5 of the public procurement contract. Tenderers may submit a tender for one, several or all separate lots from No. 1 through No. 5 of the public procurement contract. A separate public procurement contract shall be concluded for each separate lot. The provision of Art. 21, para. 6 of the Public Procurement Act enables Contracting Authorities to award separate lots under the procedure applicable to the individual estimated value of each of them, provided that the value of the respective separate lot does not exceed BGN 156 464 (EUR 79 998,77) excluding VAT for supplies and services and BGN 1 000 000 (EUR 511 291,88) excluding VAT for construction works, and the total estimated value of the separate lots awarded in this manner does not exceed 20 percent of the total estimated value of the procurement contract. The total estimated value of lots No. 1 through No. 6 of the public procurement contract is EUR 285 925,69 excluding VAT. The estimated value of Lot No. 6: Supply of construction, plumbing, electrical and carpentry materials and tools for the needs of the Central Administration of the Executive Agency “Military Clubs and Military Recreation” is EUR 10622,70 excluding VAT The value of Lot No. 6 does not exceed 20 percent of the total estimated value of the procurement contract. In accordance with the requirements of Art. 21, para. 6 of the Public Procurement Act, the Contracting Authority shall award Lot No. 6 of the procurement contract under the procedure applicable to its individual estimated value, namely by direct award pursuant to Art. 20, para. 4, item 3 of the Public Procurement Act. No tenders shall be submitted for Lot No. 6 within this procedure. The estimated value of the present public procurement contract, excluding Lot No. 6, is: EUR 275 302,99 (two hundred seventy-five thousand three hundred and two and 0.99) excluding VAT, allocated among the separate lots as follows: Lot No. 1 - Supply of construction, plumbing, electrical and carpentry materials and tools for the needs of TD – Plovdiv – up to EUR 51 126,02 excluding VAT; Lot No. 2 – Supply of construction, plumbing, electrical and carpentry materials and tools for the needs of TD – Burgas up to EUR 76 693,48 excluding VAT; Lot No. 3 – Supply of construction, plumbing, electrical and carpentry materials and tools for the needs of TD – Varna up to EUR 76 693,34 excluding VAT; Lot No. 4 – “Supplies of construction, plumbing, electrical and carpentry materials and tools for the needs of the ‘Lozenets’ Residence and the Central Military Club” up to EUR 35 790,15 excluding VAT; Lot No. 5 – Supply of construction, plumbing, electrical and carpentry materials and tools for the needs of the Military Hostels up to EUR 35 000 excluding VAT. Delivery performance period - 36 (thirty-six) months. The types of materials and tools for the separate lots covered by this public procurement contract are described in detail by type, quantity and volume in the Technical Specification, which forms an integral part of this documentation. The quantities specified in the Technical Specification are estimated (indicative). The Contracting Authority is not obliged to request and purchase the full volume thereof during the term of the contract. The Contracting Authority reserves the right to replace up to 20% of the total value of the materials and tools specified in the Price Proposal for the respective separate lot with materials and tools other than those specified in the Technical Specification. Note: The right to replace up to 20% shall be understood as the exercise of a unilateral right of the Contracting Authority (but not an obligation) to order materials and/or tools with technical characteristics different from those specified in the technical specification during the term of the contract for the separate lot, with their maximum value being up to 20% of the total value of the materials and tools in euros excluding VAT specified in the Price Proposal for the respective separate lot. The price of materials and/or tools outside the Contracting Authority’s Technical Specification shall be determined according to the contractor’s Price Catalogue/Price List in force on the date of the request, reduced by the commercial discount offered by it and specified in the Price Proposal for the respective separate lot, which forms an integral part of the documentation and the performance contract. The subject matter of the separate lot is the supply of construction, plumbing, electrical and carpentry materials for the needs of TD - Plovdiv, in accordance with the Technical Specification - Appendix 1.
