The subject matter of the procurement includes periodic deliveries of packages of supportive-tonic food and beverages (“Package(s)”) for the blood donors of “MULTIPROFILE HOSPITAL FOR ACTIVE TREATMENT - BLAGOEVGRAD” AD - Blagoevgrad, in accordance with the requirements of the performance contract and in compliance with the Ordinance on the terms and procedure for reimbursing and valuing the costs of collecting, diagnosing and processing blood and blood components, for stimulating, organizing and conducting activities related to blood donation, and on the procedure and prices for payment for blood and blood components. The provision of the food products and everything else necessary for the preparation and delivery of the food is the obligation and responsibility of the CONTRACTOR. The packaged food shall be handed over by means of a quantity Handover-Acceptance Protocol prepared in 2 /two/ copies, one for each party. If products of poor quality and/or a reduced quantity of the packages provided are identified, they shall be returned to the CONTRACTOR, without payment of the price being due. In such cases, the CONTRACTOR shall immediately replace the products with other products suitable for the diet. Deliveries shall be made in compliance with the following conditions: One package of supportive-tonic food for blood donors includes one item, with the minimum weight, of each of the following ready-to-eat foods: Coca-Cola - 330 ml; Dry pastry - 50 g; Crackers - 100 g; Croissant - 55 g; Biscuits - 50 g; Natural juice - 200 ml; Chocolate wafer - 40 g; Chocolate - 80 g, One sachet of three-in-one instant coffee 18 g; The food products contained in one package of supportive-tonic food for blood donors must be of guaranteed quality and comply with Bulgarian state standards or equivalents of international or European standards: they must be in the manufacturer’s original non-breakable packaging; have a known composition; have a known quantity (weight/volume) marked on the packaging; have known caloric content marked on the packaging; have no special storage-condition requirements or have requirements for storage at + 20 C marked on the packaging; have a known expiry date marked on the packaging—no less than 20 days from the delivery date.; Every “Package of supportive-tonic food for blood donors” in all deliveries must have consistent components in terms of composition, quantity and quality. Every “Package of supportive-tonic food for blood donors” must be in sturdy packaging suitable for carrying. The deadline for completing deliveries to the Contracting Authority’s facility—Department of Transfusion Hematology at 60 “Slavyanska” St., Blagoevgrad—is by 9:30 on the day following the day on which the order is received. When that day is a non-working day, the deadline is by 9:30 on the first working day. When a preliminary schedule is specified in the order, the deadline is by 9:30 on the respective day specified in the schedule. In the order, the contracting authority will specify the products and quantities for delivery, as well as the place of delivery. The delivery period includes all the time necessary for organizing and transporting the ordered items to the place of delivery and must comply with the requirements of the Road Traffic Act, its Implementing Regulations and the Labour Code. In the event of an urgent need, the contracting authority reserves the right to require the contractor to carry out express deliveries within 2 (two) hours. The Contracting Authority shall itself choose whether to place a regular order, with delivery due from receipt of the order until 09:30 on the first working day, or an express order. “Urgent need” shall mean the occurrence of circumstances of an extraordinary nature giving rise to a need for additional daily deliveries in connection with an incidentally increased flow of blood donors, in view of which the deadline for completing regular deliveries is excessively long to meet the contracting authority’s immediate need. The estimated quantity of packages of supportive-tonic food for blood donors amounts to 7,830 units, which is indicative and does not oblige the Contracting Authority to order it. The price for 1 unit of a package of supportive-tonic food for blood donors with the contents described above may not exceed EUR 4.08 excluding VAT.
