“Supply and installation of equipment at the site: Specialized Support Center and three residential buildings for residential care for adults with intellectual disabilities in Regulated Land Plot III 4087, block 170, land property with identifier 57649.503.4087, within the territory of the town of Popovo, Targovishte Province, Nadezhda residential complex”, in accordance with the requirements set out in the documentation and the technical specification. IMPORTANT!! There are objective circumstances substantiating a state of urgency within the meaning of Art. 74, para. 4 of the Public Procurement Act and necessitating a shortening of the deadline for receipt of tenders under this open procedure. The provision of funding for the subject matter of the contract became a fact with the approval entering into force only on 14.05.2026. At the same time, the final deadline for the actual completion of the deliveries, their acceptance, the issuance of invoices, and their full reporting to the funding authority is fixed at 30.06.2026. The period from the approval of the funds (14.05.2026) to the final reporting deadline (30.06.2026) is less than two months. Conducting an open procedure with the standard statutory deadlines for receipt of tenders, combined with the time required for reviewing tenders, concluding a contract, and the contractor’s own production and delivery period, makes it objectively impossible to implement the project within the requirements of the funding authority. Failure to meet the final deadline (30.06.2026) poses a direct risk of losing funding amounting to EUR 142,738.74 excluding VAT. This, in turn, will make it impossible to put the constructed social services infrastructure into operation and will deprive end users of access to residential care and an accessible environment. In view of the above, there is urgency arising from external, objectively imposed funding deadlines, which is not the result of delay on the part of the contracting authority. This urgency necessitates shortening the deadline for receipt of tenders to the minimum permitted by law, in order to ensure the effective expenditure of the funds and the timely launch of the social services.
