Opportunity description
The subject of this public procurement is “Engineering (design, construction and installation works, and designer’s supervision) to improve energy efficiency and reduce energy consumption in multi-family residential buildings in the town of Elhovo under Priority 4 ‘Just Transition’ of the ‘Development of the Regions’ Programme 2021-2027” in 12 /twelve/ lots”. The main objective is the design, construction and designer’s supervision to improve energy efficiency and reduce the energy consumption of 12 /twelve/ multi-family residential buildings in the territory of the town of Elhovo. Through the implementation of energy-efficiency measures, households’ living conditions will be improved and the quality of life in the areas most severely affected by the climate transition will be enhanced. The introduction of energy-efficiency measures will contribute to reducing energy consumption and help alleviate the pressure of rising energy costs. The activities to be performed under the procurement are: I. Design – preparation of a technical investment project by disciplines in accordance with the technical specification for the relevant lot, attached as an integral part of the public procurement documentation; II. Performance of construction and installation works (CIW) at the site in accordance with the approved investment project; III. Exercise of designer’s supervision during the construction of the site, monitoring strict compliance with the investment project for the individual disciplines. The contractor for this public procurement is obliged to carry out the construction included within its scope in accordance with the six environmental objectives and the requirements of the Technical Guidance on the application of the “do no significant harm” principle pursuant to the Regulation establishing the Recovery and Resilience Facility. For the purposes of the Regulation establishing the Recovery and Resilience Facility, the “do no significant harm” principle must be interpreted within the meaning of Article 17 of the Taxonomy Regulation (Regulation (EU) 2020/852 on the establishment of a framework to facilitate sustainable investment). This Article defines what constitutes “significant harm” to the six environmental objectives covered by the Taxonomy Regulation: 1. An activity is considered to cause significant harm to climate change mitigation if it leads to significant greenhouse gas emissions; 2. An activity is considered to cause significant harm to climate change adaptation if it leads to an increased adverse impact of the current climate and the expected future climate on the activity itself or on people, nature or assets; 3. An activity is considered to cause significant harm to the sustainable use and protection of water and marine resources if it is detrimental to the good status or good ecological potential of bodies of water, including surface water and groundwater, or to the good environmental status of marine waters; 4. An activity is considered to cause significant harm to the circular economy, including waste prevention and recycling, if it leads to significant inefficiencies in the use of materials or in the direct or indirect use of natural resources, or if it leads to a significant increase in the generation, incineration or disposal of waste, or if the long-term disposal of waste may cause significant and long-term harm to the environment; 5. An activity is considered to cause significant harm to pollution prevention and control if it leads to a significant increase in emissions of pollutants into air, water or land; 6. An activity is considered to cause significant harm to the protection and restoration of biodiversity and ecosystems if it is significantly detrimental to the good condition and resilience of ecosystems or is detrimental to the conservation status of habitats and species, including those of Union interest. With a view to avoiding significant and long-term harm to the environment in connection with the transition to a circular economy, and taking into account the fact that the construction that is the subject of this public procurement should have an insignificant foreseeable impact on the environment, the Contractor undertakes to comply with the “do no significant harm” principle within the meaning of Article 17 of Regulation (EU) 2020/852 of the European Parliament and of the Council of 18 June 2020, declaring that: 1. Environmental protection will be a priority in the performance of the public procurement. All construction and installation activities will be carried out in strict compliance with the applicable requirements of regulatory documents, the instructions of the contracting authority and other competent environmental protection authorities, and in accordance with the requirements of the international standard EN ISO 14001:2015 or equivalent. 2. During the performance of the construction and installation activities, measures will be taken to reduce noise, dust and pollutant emissions. In view of the above, the Contracting Authority indicates that, in the performance of this public procurement, the Technical Specification provides for measures containing conditions related to the “do no significant harm” principle within the meaning of Article 17 of Regulation (EU) 2020/852 of the European Parliament and of the Council of 18 June 2020. The full scope of the activities included in the subject of the procurement is described in detail in the Technical Specifications for each of the 12 lots, which are integral parts of this documentation. The subject of the lot includes activities related to the performance of engineering—design, CIW and designer’s supervision—for the implementation of energy-efficiency measures in the multi-family residential building at 22 Vitosha St., town of Elhovo, with GFA = 2548 m2. The scope of the lot includes the following activities: Activity 1 – Preparation of an investment project: Development of an investment project at the “technical design” phase in compliance with Ordinance No. 4 of 21. 05. 2001 on the scope and content of investment projects. When preparing the project, the selected contractor must comply with the mandatory measures prescribed in the technical passport resulting from the survey to establish the technical characteristics, in the Energy Audit Report and the Energy Performance Certificate for buildings in use, so as to improve energy efficiency and reduce the energy consumption of the multi-family residential building. Activity 2 – performance of CIW for the site: The planned CIW activities include all energy-renovation activities—for the implementation of EE measures—and all activities for the implementation of the mandatory measures prescribed by the Survey to establish the technical characteristics of the site, in accordance with the prepared investment project. The following ECMs described in the building’s Energy Performance Certificate are planned: -B1 Thermal insulation of external walls; -B3 Thermal insulation of the roof; -B4 Thermal insulation of the floor; -B5 Replacement of windows and doors. -C12 Measures for lighting systems. Mandatory measures prescribed in the Technical Passport and the survey are planned under the “Architecture” discipline, the “Structures” discipline, the “Water Supply and Sewerage” discipline, the “Electrical Installations” discipline, the “Heating, Ventilation and Air Conditioning” discipline, and the “Fire and Emergency Safety” discipline. Activity 3 – exercise of designer’s supervision during construction pursuant to Article 162 of the Spatial Development Act. The construction is Category Four pursuant to the Spatial Development Act. Expected results: energy-efficiency measures implemented and put into operation in accordance with the prescriptions of the completed survey; mandatory measures implemented in accordance with the prescriptions of the Technical Passport; attainment of a higher energy-consumption class—Class “A”; improvement of the building’s energy performance and extension of its life cycle; The funds for implementing the subject of the lot have been secured pursuant to concluded administrative contract No. BG16FFPR003-4.001-0024-C01 with the Ministry of Regional Development and Public Works, Managing Authority of the “Development of the Regions” Programme 2021-2027 (DRP).
