Opportunity description

The subject of this public procurement is the preparation of a conceptual design for the reconstruction and revitalisation of the Trimontium pedestrian underpass and adjacent urban territory, with the following territorial scope: underground space + above-ground approaches and adjacent public spaces. The scope of the development includes the Trimontium pedestrian underpass, constituting land properties 56784.521.1382 and 56784.523.4022, located in Plovdiv, Central district, Tsar Boris III Obedinitel Blvd. The competition is being held for the purpose of acquiring a conceptual design – a basis for commissioning subsequent design in the technical phase. The total estimated value of the design competition is EUR 255,500 excluding VAT and has been determined pursuant to Art. 80, para. 3 of the Public Procurement Act as the sum of the prizes and the estimated value of the public service contract that may be awarded through a negotiated procedure without prior publication. The final technical, financial and contractual terms, including the price for performance, will be subject to negotiations in the subsequent procedure. Provision for subsequent negotiation does not create an unconditional obligation for the contracting authority to conclude a contract. A contract shall be concluded upon agreement on the terms of performance and where funding has been secured. By participating in this competition, the prize-winning participants expressly agree that, if the participants ranked first and second refuse to participate in the procedure pursuant to Art. 79, para. 1, item 9 of the Public Procurement Act, or if the negotiated procedure without prior publication does not end with the conclusion of a public procurement contract, the Contracting Authority shall have the right to conduct a contractor selection procedure for the preparation of an investment design in the “technical” and “working” design phases, using their conceptual designs. The prize-winning designs are commissioned works within the meaning of Art. 42 of the Copyright and Related Rights Act. Following payment of the prizes into the participants’ accounts specified in the applications, the contracting authority shall acquire the right to use the designs of the ranked participants without the participants’ permission and without owing additional remuneration for this. The total prize fund is EUR 30,000 excluding VAT, distributed as follows: 1st prize: €15,000 (fifteen thousand euros) and a planned possibility for the subsequent award of the preparation of a technical and working investment design through a negotiated procedure without prior publication pursuant to Art. 79, para. 1, item 13 of the Public Procurement Act, under the conditions of the applicable Bulgarian legislation and subject to secured funding. 2nd prize: €8,000 (eight thousand euros). 3rd prize: €5,000 (five thousand euros). Two honourable mention prizes of €1,000 (one thousand euros), at the jury’s discretion. The participant who is ranked first will be sent an invitation to participate in negotiations without publication (pursuant to Art. 79, para. 1, item 9 of the Public Procurement Act) for the award of a public service contract – preparation of an investment design. Objective of the competition: - The design should propose a comprehensive concept that integrates the underground and above-ground spaces into a unified, legible and safe urban environment and should make a proposal for a new tourist information centre; - The architectural design must propose a comprehensive, sustainable and visionary architectural concept for the key urban space – the underpass opposite the Trimontium Hotel in the heart of Plovdiv, as well as for its adjacent territories. The main objective is to achieve full and meaningful integration of the underground and above-ground spaces. This integration must transform the current condition into a unified, legible and safe urban environment; - A critical aspect of the brief is the requirement to demonstrate profound respect and a responsible attitude towards the exceptionally complex and multilayered archaeological stratigraphy that constitutes the historical heritage of Plovdiv (ancient Philippopolis). The concept must strike a balance between modern architectural intervention and the preservation, presentation and interpretation of the cultural and historical layers; - In addition, the brief includes a proposal for the location and construction of a new, modern and functional tourist information centre. This centre must be an integral part of the overall concept, serving as a gateway to the city’s archaeological treasures and as a key point for welcoming and orienting visitors; - A solution is required that will transform the underpass from a purely transit space into a significant urban destination and cultural landmark; The competition is: • with prizes awarded to the participants ranked in the first three places and two honourable mentions, at the jury’s discretion; • for the acquisition of a CONCEPTUAL DESIGN, which will serve for the award of a public procurement contract for the design of a technical and working investment design pursuant to Art. 79, para. 1, item 9 of the Public Procurement Act; • an open competition: all interested persons may participate, with no requirement for a specific legal and organisational form of the participants; • international: no restrictions are imposed on the basis of nationality or territorial scope; • anonymous: the competition is conducted while preserving the anonymity of the participants until the final ranking of the competition designs by the jury.
