The DPS is established for the periodic supply, upon prior request, of medicinal products that are not included in Annex 2 to the PLS under Art. 262, para. 6, item 2 of the ZLPHM, necessary for carrying out the medical activities at UMHAT “KANEV” AD. The medicinal products that are the subject of the procedure are presented in the initial “Technical Specification” /part of the participation documentation/, with the pharmaceutical forms, quantity of medicinal substance, unit of measurement and required estimated quantity indicated. The initially planned “Technical Specification” may be partially amended during the operation of the dynamic system by adding new medicinal products and/or changing their quantities. The quantities indicated in the “Technical Specification” attached to these instructions are estimates and do not give rise to an obligation for the Contracting Authority to award them in the estimated volume. Candidates included in the DPS may submit a tender for one or more rows, or may choose not to submit a tender. The DPS will operate for 36 /thirty-six/ months, during which period the Contracting Authority may issue invitations to the candidates included in the DPS to collect tenders for each specific contract for the supply of medicinal products within the DPS. The term of contracts concluded on the basis of restricted procurements within the DPS is 24 months. The DPS operates in two stages, as follows: FIRST STAGE OF THE DYNAMIC PURCHASING SYSTEM – COLLECTION OF REQUESTS TO PARTICIPATE: Qualification of suppliers (admission of suppliers to the system). At this stage, requests to participate in the DPS are collected. The requests to participate /ESPD/ contain information concerning the personal status of the candidates and the selection criteria set by the Contracting Authority. Deadline for submission of initial requests – 15.04.2024. The initial requests to participate shall be examined within 10 /ten/ working days from the deadline for submission of initial requests, after which the Contracting Authority shall issue a selection decision by which the qualified suppliers are included in the DPS. After the initial deadline for submitting requests, the Contracting Authority will examine newly received requests twice a month /every Monday of the first and third week of the month/. After each examination of the requests, the Contracting Authority issues a selection decision. After the selection decision enters into force, the second stage of the procedure follows. SECOND STAGE OF THE DYNAMIC PURCHASING SYSTEM – COLLECTION OF TENDERS UNDER SPECIFIC INVITATIONS: After the initial decision to include the approved candidates in the DPS enters into force, the Contracting Authority announces separate procedures within the DPS. For each specific procedure, the Contracting Authority sends an invitation to submit tenders for the specific contract to all candidates included in the DPS. The candidates’ tenders contain a technical and a price proposal. The tenders will be ranked by a program that will be accessible and free of charge to the participants. Procedure: restricted.
