Opportunity description
The purpose of this public procurement is to select a contractor to carry out construction and installation works for the renovation/reconstruction, conversion and construction of an elevator extension for the building of 25th Primary School “Dr. Petar Beron,” with cadastral map and cadastral registers identifier 68134.201.238, located in Regulated Land Plot I “for a school,” block 37, “Lagera” locality, Krasno Selo District, Sofia Municipality. The public procurement has been prepared with the aim of improving the qualities of the building of 25th Primary School “Dr. Petar Beron,” ensuring structural stability and extending the building’s service life; fundamentally renovating the learning environment and ensuring safe and healthy conditions for the education of children and pupils; expanding the functionality of the school building and increasing its capacity with the aim of developing the interests and talents of the children; creating an accessible architectural environment ensuring access for all children and pupils to the school’s facilities and buildings. THE CONSTRUCTION IS THIRD CATEGORY pursuant to the provisions of Art. 6, para. 3 of Ordinance No. 1 on the nomenclature of types of construction works and Art. 137, para. 1, item 3, letter “c” of the Spatial Development Act. The planned activities comprise: - provision of an accessible environment in accordance with the requirements of ORDINANCE No. RD-02-20-2 of 26.01.2021 on determining the requirements for accessibility and universal design of the elements of the accessible environment in urbanized territory and of buildings and facilities, as well as the technical requirements for the accessibility of sea beaches; - ensuring compliance with the requirements of ORDINANCE No. 1z-1971/2009 on construction and technical rules and standards for ensuring fire safety; - modernization of the organization in the school, including the classrooms, access-control arrangements and signaling systems; - modernization and replacement of floor coverings, platforms and other interior elements; construction of a new, raised roof and assigning an educational function to this space; - reorganization of the courtyard area; The building has three stories, with an attic space and a partial services floor. It is notionally divided into five wings—A, B, C, D and E. The main entrance is on the southwestern facade facing Balkandzhi Yovo St. A second entrance, designated for younger pupils, is from Balchik St., and the delivery entrance is from Pliska St. Vertical circulation is provided by three internal stairwells located in wings “B,” “C” and “D.” The school’s urban-development indicators are: Property area = 5650 m2; Building density: 30%; Built-up area: 1 730,84 m2; Gross floor area (above ground): 6 778,50 m2; Floor area ratio: 1,2; Cornice elevation: 13,92m; Ridge elevation: 16,90m; services floor: 612,13 m2; Gross floor area + services floor: 7 390, 63 m2 The school is intended for the following activities and people: 16 classes from 1st through 4th grade; 12 classes from 5th through 7th grade; 1 preparatory group for 5–6-year-olds, until noon; 16 Full-Day Organization of the School Day groups / study rooms /—grades 1–4, held in the afternoon; a total of 700 pupils; 63 teachers; 10 support staff. Where the clear story height exceeds 330 cm, a suspended ceiling has been installed at that height. In some of the classrooms (elevation ±0,00), the room height is 3,0 m. The design solution provides for renovation of the entire building, including the following activities: Raising the knee wall in the attic space to a clear height h = 180cm and creating an attic floor where the additional classrooms and rooms required under the assignment will be located. The floor will receive natural light through roof windows; Construction of an elevator between axes “3” and “4” and axes “M” and “N.” A reinforced-concrete shaft connected to the building will be constructed—no expansion joint will be installed. The elevator entrances will be located where the existing windows are. This elevator will provide people with reduced mobility with direct access to the northwestern part of the courtyard; Construction of an entrance/exit beside the elevator toward the northwestern courtyard; Removal of an unused staircase between axes “9” and “10” and axes “D” and “E.” The entrance that was bricked up years ago will be converted into a window, o Removal of an unused staircase between axes “8” and “9” and axes “F” and “G.” The planned principal types of work shall be performed in compliance with the construction requirements under Art. 169, para. 1 of the Spatial Development Act, in accordance with Construction Permit No. 253 of 19.12.2025, issued by the Chief Architect of Sofia Municipality on the basis of the coordinated and approved technical design in the following parts: Architecture; Structural; Geodesy; Water Supply and Sewerage; Electrical; Technological; Heating and Ventilation; Energy Efficiency; Assessment of the Energy Efficiency part; Landscaping and Site Development; Fire Safety,” as well as in compliance with the requirements of the Spatial Development Act concerning this category of construction and the secondary legislation for its implementation. The planned principal types of work shall be performed in compliance with the construction requirements under Art. 169, para. 1 of the Spatial Development Act, in accordance with Construction Permit No. 253 of 19.12.2025, issued by the Chief Architect of Sofia Municipality on the basis of the coordinated and approved technical design in the following parts: Architecture; Structural; Geodesy; Water Supply and Sewerage; Electrical; Technological; Heating and Ventilation; Energy Efficiency; Assessment of the Energy Efficiency part; Landscaping and Site Development; Fire Safety,” as well as in compliance with the requirements of the Spatial Development Act concerning this category of construction and the secondary legislation for its implementation.
