This open procedure awards the performance of the public procurement contract with the subject: “Organization and delivery of training in foreign languages and dialects for employees of the State Agency for Technical Operations, divided into lots”, only for the following lots: Lot No. 1: “Organization and delivery of training in Valencian”. The subject of the public procurement contract under this lot includes the organization and delivery of in-person training in the specific Spanish language – Valencian, for 2 (two) employees of DATO who are proficient in Spanish, with a duration of 160 academic hours, divided into 2 (two) levels of training, each comprising 80 academic hours – 20 hours per week, as well as the provision of accommodation for the trainees located no more than 45 minutes by public transport from the training venue. The training starts at beginner level. Lot No. 2: “Organization and delivery of training in Catalan”. The subject of the public procurement contract under this lot includes the organization and delivery of in-person training in the specific Spanish language – Catalan, for 2 (two) employees of DATO who are proficient in Spanish, with a duration of 160 academic hours, divided into 2 (two) levels of training, each comprising 80 academic hours – 20 hours per week, as well as the provision of accommodation for the trainees located no more than 45 minutes by public transport from the training venue. The training starts at beginner level. Lot No. 3: “Organization and delivery of training in Serbian”. The subject of the public procurement contract under this lot includes the organization and delivery of online Serbian-language training on weekdays for 6 (six) employees of DATO, with a duration of 400 academic hours, divided into 4 (four) levels of training, each comprising 100 academic hours. The training starts at beginner level and is conducted in Bulgarian. Lot No. 4: “Organization and delivery of training in Kurdish”. The subject of the public procurement contract under this lot includes the organization and delivery of in-person Kurdish-language training for 6 (six) employees of DATO who are proficient in English and Turkish/Persian, with a duration of 320 academic hours, divided into 4 (four) levels of training, each comprising 80 academic hours – 20 hours per week, as well as the provision of accommodation for the trainees located no more than 45 minutes by public transport from the training venue. The training starts at beginner level and is conducted in English. The specific activities and requirements for conducting each foreign-language training course that is the subject of this public procurement contract under the individual lots are in accordance with the procurement documentation and item 3.1 of the technical specification for the relevant lot, attached in the “Parameters” section of each lot of the electronic procurement, and include: 1. Provision of at least one instructor for each level of training who possesses the necessary professional competence. 2. Provision of the necessary learning and examination materials for each participant. The learning materials are not subject to return to the contractor after completion of the training. 3. Development of a curriculum for the training containing the topics (material studied) on which the training is conducted, the duration of all training courses, division by level and the overall performance period (the curriculum is submitted by the participants as an annex to the proposal for performance of the contract under the relevant lot). 4. Preparation and submission to the contracting authority of a schedule specifying a start date for each level of training and specific hours and days of the week (the schedule is prepared and submitted by the contractor under the relevant lot within 10 working days after signing the performance contract). 5. Upon completion of the training at each level, issuance of a document certifying completed training – a certificate/certification of proficiency at the relevant level in accordance with the Common European Framework of Reference (provided by the contractor under the relevant lot). 6. For training courses that will be conducted outside the Republic of Bulgaria – the selected contractor under the relevant lot must provide accommodation for the trainees located no more than 45 minutes by public transport from the training venue. 7. Preparation and submission to the contracting authority of interim reports following completion of each level of training and a final report following final completion of the relevant training course (the reports are prepared by the selected contractor under the relevant lot). The interim and final reports for each lot are prepared and submitted in accordance with the contracting authority’s requirements set out in the technical specification for the relevant lot, attached in the “Parameters” section of each lot of the electronic procurement, and the procurement documentation. The interim and final reports are approved by the contracting authority. The total estimated value of Lots No. 5 and No. 6 amounts to EUR 33,643.00 excluding VAT, which represents 19.66% of the total estimated value of the public procurement contract, amounting to EUR 171,103.58 excluding VAT. In this connection and pursuant to Article 21(6) of the Public Procurement Act, the above-described Lots No. 5 and No. 6 of the public procurement contract with the subject “Organization and delivery of training in foreign languages and dialects for employees of the State Agency for Technical Operations, divided into lots” have been awarded under the procedure applicable to the individual value of each of them. The residual value of the portion of the public procurement contract awarded through this open procedure amounts to EUR 137,460.58 (one hundred thirty-seven thousand four hundred sixty euros and fifty-eight euro cents) excluding VAT. The subject of the public procurement contract under this lot includes the organization and delivery of in-person training in the specific Spanish language – Valencian, for 2 (two) employees of DATO who are proficient in Spanish, with a duration of 160 academic hours, divided into 2 (two) levels of training, each comprising 80 academic hours – 20 hours per week, as well as the provision of accommodation for the trainees located no more than 45 minutes by public transport from the training venue. The training starts at beginner level. The specific activities and requirements for conducting the foreign-language training that is the subject of the public procurement contract under this lot are in accordance with the procurement documentation attached in the “Parameters” section of the main part of the electronic procurement and item 3.1 of technical specification No. 31-7676/15.06.2026, attached in the “Parameters” section of the lot, and include: 1.
