Opportunity description

The subject of the public procurement is the provision of public passenger transport on urban bus routes, according to the approved transport scheme of Shumen Municipality and the approved route timetables. Transport services on bus routes will be awarded following a procedure conducted under the Public Procurement Act and in accordance with the Public Transport Act (ZOT) and Regulation (EC) No 1370/2007 of the European Parliament and of the Council of 23 October 2007 on public passenger transport services by rail and by road and repealing Council Regulations (EEC) No 1191/96 and (EEC) No 1107/70 (L 315/1 of 3 December 2007), depending on the available financial resources and the possibilities for transferring the operating risk to an economic operator. In the present case, transport services on bus routes are awarded without transferring the operating risk to the economic operator, which is why the award is carried out under the Public Procurement Act. The service covers the following routes: Urban bus routes numbered 1, 2, 3, 4, 5, 5A, 6, 7, 8, 9, 9A, 10, 11, 14, 15, 16, 27, 61, 71 and 62 The total scope of the procurement includes all journeys under the respective route timetables. In accordance with Ordinance No Н-21 of 19.12.2023 and Council of Ministers Decree No 356 of 29.12.2023, when performing the public procurement contract, the contractor must ensure compliance with the following requirements for “clean vehicles”: I. For buses of categories M2 and M3, class I, used on urban routes: - At least 48% of the buses must be “clean vehicles” within the meaning of §1 of the Ordinance; - At least 24% of the buses must have zero emissions, measured in accordance with Regulation (EC) 715/2007 or 595/2009. For the performance of the public procurement contract, the carrier will have at least 26 buses (owned or leased), including: main buses for performance of the contract: 22, of which 16 must be provided by the Contractor and 6 will be provided by Shumen Municipality; reserve buses for performance of the contract: 4, provided by the Contractor. For routes No 4, 7, 9, 9A, 61 and 71, the Contractor will be provided on lease with 6 (six) zero-emission electric buses - category M3, class I, acquired by Shumen Municipality under the Investment “Mobility and Green Transport in the Municipalities of Shumen and Targovishte” under Procedure BG-RRP-8.013 “Environmentally Friendly Mobility”, financed by the Recovery and Resilience Facility through the Ministry of Regional Development and Public Works under the National Recovery and Resilience Plan. The 6 (six) zero-emission electric buses, category M3, class I, provided by Shumen Municipality are included when determining compliance with the requirements for a minimum share of zero-emission vehicles, pursuant to Ordinance No Н-21 of 19.12.2023 and Council of Ministers Decree No 356 of 29.12.2023. The electric buses, together with their charging stations, will be leased to the participant designated as the Contractor. The monthly value of the right to use 6 (six) vehicles and 6 (six) charging stations is 2 583,35 (two thousand five hundred eighty-three euros and 35 euro cents) excluding VAT or 3 100,02 (three thousand one hundred euros and 02 euro cents) including VAT. The maximum estimated value of the procurement is 2 454 201.03 euros (two million four hundred fifty-four thousand two hundred and one euros and three cents) excluding VAT, and the performance period is 24 months from the date of conclusion of the contract.
