Bulgaria – Recorders – Supply and installation of digital audio recording devices for operational dispatch voice communications at train traffic control centers – Plovdiv and Gorna Oryahovitsa

Opportunity description

In accordance with the regulatory documents – the Railway Transport Act and the ordinances of the Ministry of Transport and Communications pertaining thereto, all operational dispatch conversations are recorded on an audio recording device with archiving and playback capability (Art. 122, Ordinance No. 58/02.08.2006 on the rules for technical operation, train traffic and signaling in railway transport). For the needs of the operational management and coordination of train traffic, the unified train traffic control centers (ЕЦУДВ) in Plovdiv and Gorna Oryahovitsa are equipped with equipment for carrying out operational and technological dispatch voice communications with all stations in the sections. The purpose of this equipment is to enable dispatchers to establish voice communication quickly and in the most flexible manner with the duty managers at the stations, as well as with all other participants in the train traffic management process. The established optical telecommunications network, the network of high-frequency carrier systems, as well as lines (pairs) from the copper communication cables of ДП НКЖИ are used for transmission. The existing audio recording equipment has exceeded its designed service life and is difficult to maintain. The subject of the procurement is the supply, installation, initial connection and configuration of the supplied equipment, compatible with the analog two- or four-wire interfaces used, upgrading and expansion of the ports and interfaces, conducting 168-hour tests and commissioning of two complete sets of audio recording devices for recording the operational and technological voice conversations conducted by the dispatchers working at the unified train traffic control centers – ЕЦУДВ Plovdiv and ЕЦУДВ Gorna Oryahovitsa, as well as complete sets of spare parts and spare modules for the equipment. The procurement also includes on-site training of specialists from the Contracting Authority’s personnel in configuring and administering the supplied equipment. Procedure: open.
