Opportunity description

The subject of the public procurement is “Provision of preliminary treatment services for waste with code 20 03 01 mixed municipal waste generated within the territory of Kaspichan Municipality”, with an annual quantity of approximately 2 500 t (two thousand five hundred tonnes) of waste with code 20 03 01 mixed municipal waste. The purpose of this public procurement is to comply with the requirements of national and European legislation for the treatment of mixed municipal waste generated within the territory of Kaspichan Municipality. The performance of the mixed municipal waste preliminary treatment service will achieve: • Attainment of a higher level of waste management, in accordance with the waste management hierarchy under Art. 6, para. 1 of the Waste Management Act; • Implementation of the provision requiring preliminary treatment of municipal waste before landfilling; • Assistance in achieving the regional-level targets under Art. 31, para. 1 of the Waste Management Act within the time limits for their phased attainment set out in § 15 of the transitional and final provisions of the Waste Management Act; • Reduction of the quantities of biodegradable waste intended for landfilling; • Limitation of the quantities of municipal biodegradable waste deposited in landfills; • Extraction of useful raw material from mixed municipal waste and its transfer for recovery; • Reduction of the quantities of waste remaining for landfilling, resulting in lower operating costs for the regional landfill and a reduction in the harmful impact of landfilled waste on the environment and human health; • Extension of the operational life of the regional landfill and saving the municipality financial resources from deductions under Art. 60 and Art. 64 of the Waste Management Act; • Achievement of the strategic objectives set out in the National Waste Management Plan 2021-2028. The activities covered by the procurement are intended to assist in fulfilling the obligations laid down in European and national legislation concerning the preliminary treatment of mixed municipal waste before its landfilling, as well as to assist Kaspichan Municipality in achieving the targets under Art. 31, para. 1, items 1, 2 and 6 of the Waste Management Act. The subject of this public procurement is the selection of a contractor possessing the professional qualifications to carry out this type of activity and an operational installation/facilities for the preliminary treatment of mixed municipal waste with code 20 03 01.
