Opportunity description

The subject of the public procurement includes periodically recurring activities for full subscription-based out-of-warranty technical maintenance, including labor and an estimated maximum value of spare parts, for a period of 24 (twenty-four) months, by lots. The scope of the activities to be performed by the contractor, as well as the types and quantities of medical devices under the lots, are specified in the Technical Specification. Spare parts that will be used (only if necessary) in connection with the technical maintenance services cannot be determined in advance by type and quantity by the contracting authority. Therefore, the contracting authority has indicated only an estimated maximum value for them. The contracting authority’s objective is to ensure the normal, safe operation of the described medical equipment for the relevant term of the contract by awarding the public procurement contract for subscription-based out-of-warranty technical maintenance to an external contractor possessing the appropriate capacity to meet the need. Subscription-based out-of-warranty technical maintenance of medical devices includes monthly inspection, adjustments, calibrations, tests, upgrades, repairs and, where necessary, replacement of spare parts with new, unused, original or refurbished ones with the written consent of the Contracting Authority and a warranty of no less than 8 months, in order to ensure the full functionality of the devices, within the stated estimated maximum value of spare parts for the contract period. For medical devices for which the manufacturer’s spare-parts support has expired or expires during the contract, maintenance shall be provided subject to the availability of such parts. The service includes subscription-based maintenance and servicing, including inspections and the rectification of faults occurring in medical apparatus and equipment, and also includes the number of inspections of the maintained apparatus and equipment in accordance with the technical requirements of the devices, with all of the contractor’s costs for performing the service included. Labor and transportation costs must be included in the subscription fee. Parts required for repairs shall be supplied by the contractor after prior agreement on their price. The contractor shall provide the contracting authority with a findings report regarding the need to replace parts, together with a proposed price for approval by the contracting authority, which must include all costs for their delivery. Parts installed and already agreed with the contracting authority shall be paid for within 60 calendar days after presentation of the original invoice. If the contracting authority disagrees with the proposed price, it has the right to supply the required parts itself and provide them to the contractors. Response time following a service call – up to 24 (twenty-four) hours, and in emergencies, up to 2 hours from the time the request is submitted by the contracting authority. The contractor shall be notified in writing by one of the following methods: fax, email or courier. The period for rectifying faults, if replacement of parts or import from abroad is not required – up to 5 working days. A monthly report shall be issued for the listed activities, signed by the Contractor, the materially responsible person for the device at the relevant clinic, and the medical equipment maintenance engineers at USBALO EAD. The warranty period for an installed spare part shall be no less than 8 (eight) months from the time it is installed in the device, even if it is installed at the end of the contract period. All servicing activities shall be performed using the contractor’s transportation, included in the subscription price. Repairs shall be carried out at the location of the device; only in exceptional cases shall a device be taken to the contractor’s facility, for which a report shall be drawn up. Where a fault must be rectified outside the medical institution, transportation costs shall be borne by the contractor. The warranty period for spare parts installed shall be in accordance with the contractor’s Technical Proposal, but shall be no shorter than 8 (eight) months from completion of the repair, and shall commence on the date the repaired medical apparatus or equipment is put into operation, after the signing of an acceptance and handover report. The warranty period for parts installed during the repair shall be that provided by the manufacturer, certified in writing by the necessary documentation, if it is longer than the required 8-month period. If medical equipment must be taken out of service during the term of the contract, payments under the contract after the date of decommissioning shall be reduced by the value of the subscription-based servicing of the decommissioned equipment. Preventive inspections shall be carried out in accordance with the manufacturer’s requirements, but at least twice per year. The procedure for opening, examining, evaluating and ranking the tenders shall be carried out under the conditions of Art. 104, para. 2 of the Public Procurement Act, in conjunction with Art. 61 of the Regulations for the Implementation of the Public Procurement Act. The scope of the lot includes out-of-warranty maintenance and the supply of spare parts, where necessary, for a PHILIPS RESPIRONICS V680 respirator.
