The subject of the public procurement “Servicing of general medical equipment at University Hospital “Sveta Marina” EAD for a period of 2 /two/ years” is a service within the meaning of Art. 3, para. 1, item 3 of the Public Procurement Act (PPA), with an estimated value of 68 172, 25 euros (sixty-eight thousand one hundred and seventy-two euros and twenty-five euro cents), excluding VAT. The subject of award under this public procurement is the selection of contractors for post-warranty servicing of medical equipment, divided into lots, as follows: Lot No. 1 Diagnostic equipment – Estimated value €7 000,00 excluding VAT Lot No. 2 Mindray brand equipment – Estimated value €6 000,00 excluding VAT Lot No. 3 Medtronic electrosurgery devices – Estimated value €7 000,00 excluding VAT Lot No. 4 Low-temperature sterilizer – Estimated value €9000 excluding VAT Lot No. 5 Surgical microscope – Estimated value €7 172,25 excluding VAT Lot No. 6 Transport ventilator – Estimated value €3 000,00 excluding VAT Lot No. 7 EEG, EMG devices – Estimated value €7 500,00 excluding VAT Lot No. 8 Philips ultrasound system – Estimated value €5 000,00 excluding VAT Lot No. 9 BK Medical ultrasound system – Estimated value €3 000,00 excluding VAT Lot No. 10 Infusion pumps – Estimated value €1 000,00 excluding VAT Lot No. 11 ELECTROSURGICAL KNIFE – Estimated value €1 000,00 excluding VAT Lot No. 12 Fresenius volumetric pumps – Estimated value €5 000,00 excluding VAT Lot No. 13 Blood product processing devices – Estimated value €2 000,00 excluding VAT Lot No. 14 SonoScape ultrasound system – Estimated value €1 500,00 excluding VAT Lot No. 15 Haier brand equipment – Estimated value €3 000,00 excluding VAT The total estimated value of this public procurement for its performance period is 68 172, 25 euros (sixty-eight thousand one hundred and seventy-two euros and twenty-five euro cents), excluding VAT, and is the maximum permissible amount, by which the contracting authority is limited but is not obliged to exhaust. The minimum number of service hours (including preventive-maintenance hours) for lots for which the Contracting Authority has provided for payment for post-warranty servicing as needed are described in Column No. 12 of the General Technical Specification. The maximum permissible value for each lot (maximum permissible price for servicing as needed) provided for by the Contracting Authority is described in Columns No. 9 and 10 of the General Technical Specification, by which the contracting authority is limited but is not obliged to exhaust. The performance period of the public procurement is 2 (two) years, but no later than the specified end date, in accordance with the Draft Contract and the Technical Specification – 31.10.2028 inclusive. Where a contract is concluded for more with more than one nomenclature item under the lot, the contract may enter into force at different times for each of them, depending on what is specified in the Annexes to the Technical Specification, and shall remain in force until 31.10.2028 inclusive. The supply of spare parts is not the subject of this public procurement, and their value is not included in the stated estimated value. Pursuant to Art. 21, para. 6 of the PPA, the Contracting Authority has the right to award lots under the procedure applicable to the individual value of each of them, provided that the value of the respective lot does not exceed 79 998,77 euros for supplies and services and the total estimated value of the lots awarded in this manner does not exceed 20 percent of the total value of the procurement. In these cases, regardless of the residual value of the procurement, it shall be awarded under the procedure applicable to the total estimated value of the entire procurement. In view of the above, the estimated value of lots numbered 1,2,3,4,5,6,7,8,9, which the Contracting Authority intends to award under the procedure pursuant to Art. 74 of the PPA, is 54 672,25 euros excluding VAT, which represents 80,20% of the total value of the procurement. The estimated value of lots numbered 10, 11, 12, 13, 14, 15 is 13 500,00 euros excluding VAT, which represents 19,80% of the total value of the procurement, and the value of each lot falls within the scope of Art. 20, para. 4, item 3 of the PPA. In view of the foregoing and pursuant to Art. 21, para. 6 of the PPA, lots numbered 10, 11, 12, 13, 14, 15 will be awarded under the procedure pursuant to Art. 20, para. 4, item 3 of the PPA, namely by direct award. In implementation of Art. 21, para. 6 of the PPA, the residual value (constituting the estimated value for lots numbered 1,2,3,4,5,6,7,8,9 in view of its amount and the total value of the procurement, shall be awarded by conducting this open procedure pursuant to Art. 74 of the PPA. 1.
