The subject of this public procurement is the provision of consultancy services for the Defence Innovation Centre under two lots, as follows: Lot No 1: “Expert services for the analysis, forecasting and management of innovation activities and partnerships in the field of dual-use technologies” and Lot No 2: “Expert services for the protection of intellectual property”. Tenders for participation may be freely submitted by all interested parties only for Lot No 1. Full information regarding the scope and volume of the performance of the public procurement is described and regulated in the “Technical Specification” for the lot, which is an integral part of the participation documentation. Lot No 2, “Expert services for the protection of intellectual property”, is not subject to award through this public procurement, since it will be awarded according to its individual value pursuant to Article 21(6) of the Public Procurement Act, namely through the collection of tenders under Article 20(3)(2) of the Public Procurement Act. The subject of this public procurement is “Expert services for the analysis, forecasting and management of innovation activities and partnerships in the field of dual-use technologies”. The procurement includes the provision of experts with qualifications and experience in the field of dual-use technologies, market and technology analyses, risk assessment, strategic forecasting, as well as in the selection, monitoring and operational support of innovation partnerships. The expert team must demonstrate the ability to prepare comprehensive analyses and forecasts, as well as to effectively support the processes for selecting and tracking partners for the development of innovative solutions. The main objective is to ensure a timely, reliable and structured analytical, forecasting and management basis to support planning, prioritisation and strategic decision-making in the processes for managing the innovation activities of the Defence Innovation Centre.
