Opportunity description

The subject of this public procurement is “Selection of a contractor for the design (preparation of a technical design and a Detailed Development Plan (DDP) design) and construction of the project: ‘Construction of the Southeastern and Southwestern bypass of the city of Haskovo – from the Uzundzhovo road junction at the intersection with road I-8 Haskovo–Svilengrad (inclusive) to the new Bolyarovo road junction at the intersection with road III-806 Haskovo–Mineralni Bani (inclusive)’.” In this regard, the purpose of the public procurement is for the Road Infrastructure Agency to commission the preparation of an up-to-date, complete and coordinated technical design and DDP design, as well as the construction of a southern bypass road of the city of Haskovo, consisting of the following sections—the Southeastern and Southwestern bypasses of the city of Haskovo—combined into a single project and developed along the route of the option selected by the Expert Technical and Economic Council of the RIA at the conceptual design stage. The project shall be completed and commissioned as a single, integral facility, beginning at the Uzundzhovo road junction at the intersection with road I-8 Haskovo–Svilengrad (inclusive), passing through the new Haskovo road junction, planned for construction at the southern exit of the city of Haskovo where the bypass road intersects road I-5 Dimitrovgrad–Haskovo–Kardzhali, and ending at the new Bolyarovo road junction at the intersection with road III-806 Haskovo–Mineralni Bani (inclusive). The purpose of this procurement is to provide comprehensive, interconnected and complementary technical solutions, responsibility for the implementation of which rests with the Contractor. A design at the “conceptual design” stage has been prepared for the project. The technical design and construction of the section shall be based on the design solutions from the conceptual design for the direct route of each section of the bypass road approved by the Expert Technical and Economic Council (ETEC) of the RIA, as well as on the road-junction layouts from the conceptual design selected by the ETEC. The technical design and the DDP design shall ensure the technical and spatial feasibility of implementing the investment proposal. The Contractor must carry out all activities guaranteeing the construction of the project in accordance with the Terms of Reference for the preparation of a technical design and DDP design, the Contracting Authority’s Requirements for the execution of the specific project (Appendix No. 1 to the documentation), and the Contract for performance of the public procurement. The conceptual solution is attached to the public-procurement documentation solely for the information of participants in the procedure. Errors and omissions in the conceptual-stage design development provided by the Contracting Authority do not constitute its risk and may not serve as grounds for the Contractor to claim any additional costs whatsoever. Within the technical design, the Contractor shall investigate the existing technical-infrastructure networks and facilities falling within the scope of the development, as well as future investment proposals for the construction of such networks and facilities, and shall prepare designs for their protection and/or reconstruction, coordinated with the relevant operating company or authority. Pursuant to Art. 137, para. 1, item 1, letter “a” of the Spatial Development Act, the construction is first category. Pursuant to Art. 5, para. 1, item 2 of the Rules on the Procedure for Registration and Maintenance of the Central Professional Register of Builders, issued by the Bulgarian Construction Chamber, the construction falls within the second group: transport-infrastructure construction works. Note: The technical design and the DDP design must be developed in accordance with the Terms of Reference for the preparation of a technical design and DDP design (Appendix A to the documentation) and in compliance with the applicable statutory instruments and technical specifications!
