Name of the contract: “Provision of transport services for the needs of Tundzha Municipality” divided into lots, as follows: Lot No 1: “Public passenger transport within and outside the territory of the Republic of Bulgaria”; Lot No 2: “Specialized transport of children aged 2 to 6 along an approved route within the territory of Tundzha Municipality”. The subject matter of this public procurement is the provision of transport services for the carriage of passengers within and outside the territory of the Republic of Bulgaria, as well as the provision of specialized transport for children aged 2 to 6 who attend the kindergartens in the villages of Veselinovo, Tenevo and Kukorevo. The estimated mileage in kilometers by lot is as follows: For Lot No 1: Public passenger transport within and outside the territory of the Republic of Bulgaria: - within the territory of the country – 35 600 km; - outside the territory of the country – 5 100 km. For Lot No 2: Specialized transport of children aged 2 to 6 along an approved route – 92 500 km (370 km/day, with an estimated number of school days - 250). All activities included in the subject matter of the public procurement are described in detail in the Technical Specifications, an integral part of the tender documentation. Pursuant to Art. 47(4), second proposition, of the Regulations for the Implementation of the Public Procurement Act, the Contracting Authority permits the tenderer to submit the documents under Art. 39(2) of the Regulations for the Implementation of the Public Procurement Act jointly for all lots, and in the ESPD, Part II: Letter A: Information about the economic operator, field “Where applicable, indication of the relevant lot(s) for which the economic operator wishes to tender:”, the tenderer must indicate the number and/or name of the Lot for which it wishes to submit a tender. The subject matter of Lot No 1 of this public procurement is the provision of transport services for the carriage of passengers within and outside the territory of the Republic of Bulgaria. The transport service shall be performed using a licensed bus with valid “Third-party liability” insurance and “Passenger accident” insurance, paid fees, a speed limiter and tachograph, a certified bus logbook, a pre-trip medical examination of the driver(s), including their general state of health, and a pre-trip technical inspection of the bus before leaving the garage, as well as a periodic roadworthiness inspection of the buses performed pursuant to Art. 147(3)(2) of the Road Traffic Act. Transport shall be carried out using a clean bus, heated during the winter period and equipped with air conditioning during the summer period, and outside persons shall not be permitted to board during the journey. In the event of a technical failure of the bus during the journey and the impossibility of repairing it, the service shall be performed using another bus, with no additional payment beyond that agreed being due for this. The estimated mileage in kilometers for Lot No 1 is: - within the territory of the country – 35 600 km; - outside the territory of the country – 5 100 km; The public procurement contract for the lot shall be performed within and outside the territory of the Republic of Bulgaria in accordance with assignment letters. Technical requirements for the performance of the transport service for Lot No 1: “Public passenger transport within and outside the territory of the Republic of Bulgaria”. To perform the transport service under Lot No 1, the tenderer must have/use vehicles as follows: - 1 /one/ vehicle of category M2 and/or M3 with up to 22 /twenty-two/ seats /seated/ excluding the driver’s seat; - 1 /one/ vehicle of category M2 and/or M3 with between 22 /twenty-two/ and 50 /fifty/ seats /seated/ excluding the driver’s seat; - 1 /one/ vehicle of category M2 and/or M3 with more than 50 /fifty/ seats /seated/ excluding the driver’s seat. Each transport operation shall be preceded by an Assignment Letter specifying the route, its length in kilometers, the period during which it will be performed and the number of passengers. The vehicles must be equipped with a microphone for a tour guide. All costs associated with road tolls, parking the bus in a guarded car park and all other payments shall be borne by the Contractor. Bulgarian and international legislation in the field of passenger transport must be observed when transporting passengers. The tenderer selected as contractor shall secure performance of the contract with a guarantee amounting to 5 percent of its value for the respective lot, which shall be provided in one of the following forms: cash amount; bank guarantee; insurance that unconditionally and irrevocably secures performance by covering the contractor’s liability. Pursuant to Art. 111(7) of the Public Procurement Act, the tenderer may provide a guarantee in the form of insurance only where the performance guarantee is equal to or less than EUR 255 645.94. The conditions and time limits for retaining, drawing down and releasing the performance guarantee shall be regulated in the public procurement contract. *Pursuant to Art. 47(4) of the Public Procurement Act, the authorities from which the necessary information may be obtained are: National Revenue Agency, Ministry of Labour and Social Policy; Employment Agency; Executive Agency “General Labour Inspectorate”; State Agency for Insurance Supervision; National Health Insurance Fund and Regional Health Insurance Funds; Executive Environment Agency; Ministry of Environment and Water; Regional Inspectorates of Environment and Water. The subject matter of Lot No 2 of this public procurement is the provision of specialized transport for children aged 2 to 6 who attend the kindergartens in the villages of Veselinovo, Tenevo and Kukorevo. The carrier is obliged to perform the service that is the subject matter of the public procurement in accordance with the accessibility criteria for persons with disabilities and the applicable regulatory framework. The public procurement contract under the lot shall be performed along routes approved by the Contracting Authority within the territory of Tundzha Municipality. Technical requirements for the performance of the transport service for Lot No 2: “Specialized transport of children aged 2 to 6 along an approved route within the territory of Tundzha Municipality”. To perform the transport service under Lot No 2, the tenderer must have/use vehicles registered under Art. 62a(2) of Ordinance No 33 on the public transport of passengers and goods within the territory of the Republic of Bulgaria, at a minimum as follows: - 2 /two/ vehicles of category M2 and/or M3 with up to 22 /twenty-two/ seats /seated/ excluding the driver’s seat – for the performance of route 2 and route 3; - 1 /one/ vehicle of category M2 and/or M3 with between 22 /twenty-two/ and 50 /fifty/ seats /seated/ excluding the driver’s seat - for the performance of route 1. The transport service is commissioned in connection with transporting the children attending the kindergartens in the villages of Veselinovo, Tenevo and Kukorevo, by means of two trips per day on the kindergartens’ school days along the respective approved routes, as follows: “Dechka Syulemezova” Kindergarten, village of Veselinovo Route 1 Morning: - town of Yambol - village of Veselinovo – village of Zavoy – village of Veselinovo – village of Mogila – village of Chargan - town of Yambol, with an initial departure time of 6:50, arrival at the final destination no later than 08:00. Afternoon: - town of Yambol – village of Chargan – village of Mogila – village of Veselinovo – village of Zavoy – town of Yambol, with an initial departure time of 16:45 during the winter-time period and 17:00 during the summer-time period. “Kolyo Tenev” Kindergarten, village of Tenevo Route 2 Morning: - town of Yambol – village of Tenevo - village of Robovo - village of Slamino - village of Karavelovo - village of Asenovo – village of Simeonovo - village of Tenevo - town of Yambol, with an initial departure time of 7:10, arrival at the final destination no later than 08:20. Afternoon: - town of Yambol - village of Tenevo – village of Simeonovo – village of Asenovo – village of Karavelovo – village of Slamino – village of Robovo – town of Yambol, with an initial departure time of 16:00 during the winter-time period and 16:45 during the summer-time period. “Shturche” Kindergarten, village of Kukorevo Route 3 Morning: - town of Yambol - village of Kozarevo – village of Kalchevo – village of Pobeda – village of Chelnik - village of Pobeda - town of Yambol, with an initial departure time of 7:30, arrival at the final destination no later than 8:10.
