The construction works are THIRD category, pursuant to Art. 137, para. 1, item 3, letter ‘a’ of the Spatial Development Act, Art. 6, para. 1, item 1 of Ordinance No. 1/2003 of the Ministry of Regional Development and Public Works / State Gazette, issue 72/2003 / on the nomenclature of types of construction works, respectively Group II, Category III under Art. 5, para. 6, item 2.3.1 of the Rules on the procedure for registration in and maintenance of the Central Professional Register of Builders. This public procurement procedure is announced ‘without secured funding’ under the conditions of Art. 114 of the Public Procurement Act. At the time the procedure is opened, the Contracting Authority does not have available financial resources for carrying out the activities under the procurement. Lot 1 ‘Reconstruction of municipal road LOV 1257 ‘ / III - 358, Glozhene - Yablanitsa / - Malak Izvor - Municipal boundary ( Yablanitsa - Teteven ) - Glozhene Monastery of St. George’ from km 0+000 to km 3+300 within the territory of Yablanitsa Municipality’ Length of the section: 3.300 km The construction is THIRD category, pursuant to Art. 137, para. 1, item 3, letter ‘a’ of the Spatial Development Act, Art. 6, para. 1, item 1 of Ordinance No. 1/2003 of the Ministry of Regional Development and Public Works / State Gazette, issue 72/2003 / on the nomenclature of types of construction works, respectively Group II, Category III under Art. 5, para. 6, item 2.3.1 of the Rules on the procedure for registration in and maintenance of the Central Professional Register of Builders. The performance period is up to 540 calendar days. The period for performance of this public procurement begins to run after receipt of an Assignment Letter from the Contracting Authority and ends with the issuance of a Statement of Findings establishing the fitness of the construction works for acceptance (Appendix No. 15 to Art. 7, para. 3, item 15 of Ordinance No. 3 of 31 July 2003), but no later than 19.01.2026. The period for performance of the procurement activities does not include the time required for the Contracting Authority to review, correct and approve the Technical Design submitted by the Contractor, or the time required for coordination and approval of the design by the competent authorities, until the Building Permit enters into force and the construction site is opened. The period is formed as follows: Period for preparation of the detailed design for all parts. This period is offered by the tenderer and may not be shorter than 120 or longer than 180 calendar days. The period begins to run from the date on which the Contractor receives an Assignment Letter from the Contracting Authority, accompanied by all source data, documents, sketches and drawings necessary for the design, and ends with submission to the Contracting Authority of the detailed design, prepared with the minimum required content, certified by a final statement-of-findings record by which the Contracting Authority accepts the prepared design. Period for execution of the construction works. This period is offered by the tenderer and may not be shorter than 280 or longer than 360 calendar days. The period begins to run from the date of signing the Record for opening the construction site and determining the construction line and level for technical infrastructure construction works (Appendix 2a to Art. 7, para. 3, item 2 of Ordinance No. 3 of 31 July 2003) until the signing of the Statement of Findings establishing the fitness of the construction works for acceptance (Appendix No. 15 to Art. 7, para. 3, item 15 of Ordinance No. 3 of 31 July 2003). Period for provision of designer’s supervision.
