The subject of the procurement is "Planned and emergency sewer cleaning activities, cleaning and drainage of district heating chambers at facilities of "Toplofikatsia Sofia" EAD" and includes the performance of the following main activities: Planned and emergency sewer cleaning activities, cleaning and drainage of district heating chambers, carried out using specialized sewer-cleaning equipment; Services performed using construction machinery, transport equipment and manually; Supply of materials – the materials supplied and incorporated, necessary for the activities described in Section II – Services performed using construction machinery, transport equipment and manually – from the table incorporated in item II, 2, of this technical specification – must be accompanied by a certificate and declaration of conformity, pursuant to Ordinance No. РД-02-20-1 of 05 February 2015 on the conditions and procedure for incorporating construction products into construction works in the Republic of Bulgaria; Organization of activities for the collection, transportation, disposal and recovery of construction and other waste generated as a result of carrying out the activities for implementation of the project, in accordance with the requirements of the Waste Management Act and the Ordinance on Construction Waste Management and the Use of Recycled Construction Materials, adopted by Council of Ministers Decree No. 267 of 05 December 2017; Disposal of excavated material and construction waste at landfill; Measures related to environmental protection and activities at the site, while preventing damage to or destruction of engineering infrastructure during performance; Measures related to conducting the necessary instruction, with the contractor being required to ensure compliance by all its workers and employees participating in the performance of the assigned activities with all occupational health and safety requirements and measures (in accordance with the legislation in force). The relations between the parties in this regard shall be governed by a separate Agreement on Joint Provision of Occupational Health and Safety, which shall be considered an integral part of the contract to be concluded between them; Drawing up statements/protocols for the work performed in physical terms and reporting documents; Rectification of defects and deficiencies identified upon acceptance of the completed work. The contractor must provide persons who will participate in the performance of the procurement, who must meet the following requirements: possess the necessary legal capacity and qualifications; have undergone initial and periodic instruction; have the necessary work clothing, special work clothing and personal protective equipment, according to the nature of the activities performed. The time limit for performance of the subject of the procurement is 48 (forty-eight) months or until the stated estimated value is reached, whichever event occurs first. The chambers are often located under sidewalks, green areas or near subscriber substations and can be identified by their characteristic cast-iron or concrete covers. 1. Dimensions and construction The dimensions vary significantly depending on the number of pipes passing through and their diameter: • Typical dimensions: They are usually rectangular or square. Small chambers start at 2.0 х[IM5.1] 2.0 metres, while large distribution nodes can reach 5.0 х 8.0 metres or more. • Depth: They are usually buried at a depth of 2 to 4 metres to ensure minimum cover over the pipes and space for servicing beneath them. • Material: They are constructed of reinforced concrete (cast-in-place or prefabricated) with waterproofing. 2. Other technical characteristics • Equipment: Inside are steel gate valves, drainage systems, air vents, and U-shaped or lyre-shaped expansion joints to absorb thermal expansion. • Access: Access is provided through standard manholes. Entering them without authorization and protective equipment is extremely dangerous due to the risk of high temperatures (up to 150°C in the event of accidents) and the presence of gases. The time limit for performance of the subject of the procurement is 48 (forty-eight) months or until the stated estimated value is reached, whichever event occurs first. Procedure: open.
