Opportunity description

Elektrodistribution Networks West EAD is establishing a qualification system (QS) with the subject: “Creation of clearings along medium- and low-voltage overhead power lines in the territory served by Elektrodistribution Networks West EAD”, ref. No. KS 26-097. The qualification system is being established for the purpose of carrying out a preliminary selection of interested parties and including in it economic operators that will participate in the public procurement award procedures conducted by the contracting entity that fall within the scope of the QS, in accordance with the contracting entity’s conditions and requirements and the Public Procurement Act. The qualification system enables economic operators to be included in it at any time as a result of a preliminary selection having been carried out. Interested parties may submit an application for inclusion in the QS throughout the entire period of validity of the system. The application for participation contains information regarding personal status and compliance with the selection criteria set by the contracting entity. For the award of specific public contracts for the services falling within the scope of the QS, depending on its specific needs, the contracting entity will conduct negotiated procedures with a prior call for competition to select a contractor for each specific contract from among the persons included in the qualification system. The period of validity of the QS is 60 (sixty) months from the date on which the notice announcing the QS is dispatched. The subject of this QS includes the territorial scope of the contracting entity’s licensed territory, and within this territory, when conducting the above-mentioned procedures to select a contractor for each specific contract from among the persons included in the qualification system, various lots may subsequently be formed, such as those specified below and/or others: Lot: “Creation of clearings along medium- and low-voltage overhead power lines in the territory of the Pleven Region”; Lot: “Creation of clearings along medium- and low-voltage overhead power lines in the territory of the Blagoevgrad Region”; Lot: “Creation of clearings along medium- and low-voltage overhead power lines in the territory of the Pernik–Kyustendil Region”; Lot: “Creation of clearings along medium- and low-voltage overhead power lines in the territory of the Sofia Province Region”; Lot: “Creation of clearings along medium- and low-voltage overhead power lines in the territory of the Sofia Region”; Lot: “Creation of clearings along medium- and low-voltage overhead power lines in the territory of the Lovech-Vratsa Region”; Lot: “Creation of clearings along medium- and low-voltage overhead power lines in the territory of the Montana - Vidin Region”. The main types of work to be performed are as follows: Felling of individual trees (no.); Cutting of shrubs, shoots, naturally growing undergrowth, weed trees and trees with a trunk diameter of up to 8 centimeters (decares); Shaping the crown of an individual tree (no.); Cleaning the foundations of lattice steel poles, including: -cutting woody and shrubby vegetation on and around the pole foundation; -cleaning inert materials from the pole foundation until the concrete pyramid is exposed; -transporting the cut vegetation to the boundaries of the easement (no.); Clearing with a bulldozer (decares); Clearing with a mulcher (decares); Shredding with a crushing machine, loading, transportation and unloading of waste wood mass. Transportation must be to the legally established sites nearest to the worksite and/or sites designated for this purpose by the relevant municipality (m3 (shredded mass); Transfer and transportation of felled wood mass to a location agreed with the Contracting Entity where harvesting has been commissioned (m3/km). When conducting the public procurement award procedures provided for in the Public Procurement Act on the basis of this QS, depending on its specific needs, the contracting entity will specify the particular activities and their quantities in each individual public procurement procedure. In these public procurement procedures, the contracting entity may also specify threshold /minimum and/or maximum/ unit prices for the types of activities included in the relevant bill of quantities and costs, with which participants must align their price proposal.
