All requirements associated with the activities of the construction manager in inspecting the implementation of the Project – Bělov Navigation Lock (hereinafter also referred to as the “Project”) and in otherwise supervising the proper execution of the Project, including ensuring that the implementation of the Project complies with legal regulations, in the agreed performance phases of the Project. The construction manager will perform the following functions: • Conducting a comprehensive review of the completeness of the Documentation for project authorization – Part A. Conducting a comprehensive review of the completeness of the Tender Documentation – Part B. • Inspection of the complete documentation and documents for construction implementation, including preparation of an inspection report prior to the start of implementation concerning the Project’s comprehensive readiness for the start of implementation in accordance with the Technical Quality Conditions of the Directorate of Waterways of the Czech Republic (TKP ŘVCČR). The manager will assess the feasibility of the design and review the budget. • Comprehensive assessment prior to handover of the construction site, integrating the permits issued, the result of the procurement procedure, and the SFDI methodologies. • Reviewing the completeness of contractual relationships. • Reviewing and approving the contractor’s Implementation Documentation. • Performing the client’s technical supervision (hereinafter referred to as “TDS”), within the meaning of the publication CLIENT’S TECHNICAL SUPERVISION issued by ČKAIT (MP 9.2, 2018 update) and to the extent and under the conditions of the Methodology for the Construction Manager’s Team (Provisional Version 2018), approved by the Ministry of Transport on 23 October 2018, available at https://www.sfdi.cz/pravidla-metodiky-a-ceniky/metodiky/, and reviewing all statements in xlsx format and XC4 data format. • Ensuring the performance of the occupational health and safety (BOZP) coordinator within the meaning of Act No. 309/2006 Coll., as amended, during construction preparation. • Biological supervision throughout the entire implementation of the construction. • The construction manager’s team will include a surveyor authorized to perform geodetic and surveying work pursuant to Section 16 of Act No. 200/1994 Coll., on surveying, as amended. Reviewing the bill of quantities and the construction contractor’s time and financial projections. Presence of a geotechnical engineer during acceptance of foundation beds. • Ongoing inspection of welded joints performed on the construction site. This inspection includes visual assessment of completed welds and verification of compliance with the design documentation and technical standards (particularly ČSN EN ISO 17637 for visual testing of fusion-welded joints). • Performing inspection measurements of protective coating systems (PKO) in accordance with ČSN EN ISO 12944-7, ČSN EN ISO 8501-1, and ČSN EN ISO 4624. • Reviewing BIM data information. • Ensuring cooperation in all administrative steps associated with entering the works into the digital technical map. • Ensuring all administrative steps associated with final approval of the construction. • Reviewing the survey plan at the level required for entry in the Land Registry (KN), including a list of land occupations for individual plots and ensuring entry of the construction in the Land Registry (KN). • Securing documents for settling property-law relationships. • Creating protocols to ensure the property-law and operational handover of the construction. • Providing a financial overview of the performance of the entities concerned during the implementation and completion of the construction. • Ensuring the property-law settlement of the completed construction.
