Opportunity description

The subject of the Framework Agreement is the award of Specific Public Contracts for the performance of specific design work for the operation and maintenance of roads 2024, including accessories (e.g. lighting, noise barriers, etc.), including the performance of engineering activities, property-law activities, author’s supervision and technical assistance to the Contracting Authority, according to the Contracting Authority’s needs. The Framework Agreement is primarily intended for the award of Specific Public Contracts for design work for road repairs and maintenance. The subject of the contract is the preparation of DPS – IČ – VD-ZDS – AD design documentation for the repair of road I/14 from km 43.096 to 44.255, with a length of 1.159 km, in the section from bridge registration No. 14-036 in the municipality of Poniklá to bridge structure registration No. 292-021 over the Jizera River in the local part of Horní Sytová, municipality of Víchová nad Jizerou. The scope of the roadway repair will be based on an evaluation of roadway diagnostics. In the section from the Horní Sytová small hydroelectric power plant at km 44.070 to the end of the section concerned at km 44.255, a comprehensive roadway repair, including remediation of the roadbed over a length of approximately 185 m, is anticipated. The repair design will be based on the results of a detailed geotechnical survey, as cracks and localized roadway subsidence caused by uneven settlement have been recorded in the section. The contract includes the preparation of documentation for project authorization (DPS), including securing the necessary supporting documents, consultations with the authorities concerned and parties to the proceedings, and securing the issuance of the project authorization. The documentation will address the rehabilitation of the roadway structure, including the restraint system, replacement of asphalt and base layers using technologies corresponding to the road category and traffic load, related water-management measures and measures to stabilize the roadbed. The design will also include maintenance work, particularly the cleaning and repair of ditches, installation of additional delineator posts and renewal of horizontal road markings in plastic. The DPS draft will be submitted to the Contracting Authority for discussion and approval, including determination of the preliminary investment costs of the construction. Following its approval, the final DPS version with an indicative budget will be prepared. After the project authorization becomes legally effective, the VD-ZDS draft will be prepared at the Contracting Authority’s request. After incorporating the Contracting Authority’s comments, the final version of the documentation will be produced. The VD-ZDS will be prepared to the extent necessary to provide an unambiguous specification of the technical solution, construction technology and scope of work for implementation of the construction. The documentation will include, in particular, a detailed bill of quantities according to OTSKP, an implementation schedule, a proposal for traffic-engineering measures and other supporting documents necessary for implementation of the construction. The bill of quantities will be prepared according to the OTSKP valid on the date of submission of the draft documentation in XML, XLSX and PDF formats. Performance will also include the provision of author’s supervision during implementation of the construction, particularly participation in inspection days, provision of interpretations of the design documentation, assessment of changes and preparation of the necessary supplementary supporting documents. All design work and documentation will be prepared in accordance with applicable legal regulations, technical standards, TKP, TP and the internal regulations of ŘSD s. p. The reason for the public contract is the unsatisfactory structural and technical condition of road I/14 in the section concerned. The roadway structure, road body and restraint system exhibit defects that adversely affect the safety and continuity of road traffic. For this reason, it is necessary to design the roadway repair, renewal of the restraint system and remediation of the roadbed in the final section of the road. Procedure: open.
