The subject matter of the public contract is the renewal of obsolete PZTS and EKV systems at 95 VZP ČR facilities. The number of facilities may change over time due to organizational or operational needs. The public contract includes in particular: a) dismantling the existing technology and its environmentally sound disposal; b) preparation of PZTS and EKV implementation documentation for the individual facilities (under partial orders), based on the security design submitted by the contracting authority; this security design will subsequently be reviewed and commented on by the Supplier and then submitted to the contracting authority for comments and approval; c) supply and installation of PZTS components meeting the requirements of the ČSN EN 50131 series (including ČSN CLC/TS 50131 and the TNI 33 4591 series) for security grade 2 in accordance with the approved implementation documentation and, for one secured area, for security grade 3. The contracting authority also permits solutions that are technically equivalent to the listed standards to be offered if the Supplier demonstrates that the offered components meet the requirements laid down by these technical conditions in an equivalent manner; d) supply and installation of EKV components meeting the requirements of the ČSN EN 60839-11-1 and 2 series for security grade 2 in accordance with the approved implementation documentation and, for one secured area, for security grade 3. The contracting authority also permits solutions that are technically equivalent to the listed standards to be offered if the Supplier demonstrates that the offered components meet the requirements laid down by these technical conditions in an equivalent manner; e) provision of a 4-year warranty period for the PZTS and EKV supplies; f) supply of an approved/certified radio communicator intended for transmitting signals to the Alarm Monitoring and Receiving Centre of the Police of the Czech Republic (hereinafter referred to as “DPPC PČR”), as well as a GSM module for data communication via the mobile network (4G or 5G) for cases where radio coverage of the Police of the Czech Republic is unavailable at the given location, and provision of the necessary cooperation with the connection service provider during its physical and software connection; g) ensuring the integration of all relevant PZTS and EKV elements into the C4 supervisory system, including connecting the control panels and configuring the C4 system (e.g. setting up groups, zones and user permissions). The contracting authority requires full service access via the PZTS/EKV system keypad, particularly for user management purposes (adding and deleting persons authorized to enter), updating contact telephone numbers for sending status reports, and other system administration. The supply also includes a hardware and software interface for connection to the existing C4 system, as well as a mobile application for remote management of the PZTS using the newly supplied technology; h) performance of initial inspections and functional tests of the PZTS and EKV systems, delivery of operating and maintenance instructions in the Czech language, and handover of duly completed operating logs for each facility; i) preparation of as-built documentation for the installed PZTS and EKV systems. For facilities classified by the contracting authority in the “medium-sized and large facilities” category and for the “Head Office” facility, this documentation will be supplemented by a so-called “cable book,” which will contain a detailed overview of the cable routes and connections used; j) provision of technical support for the administration, maintenance and further development of the PZTS and EKV systems. Further development of the PZTS and EKV systems means a set of activities including, in particular, adding system components after their initial installation, expanding system functionality through the implementation of new logical functions, integrations or software modifications, and increasing the capacity or scope of the systems, including expert advice and the resolution of operational matters; k) the possibility of supplementing and expanding the supplied PZTS and EKV systems, updating the project documentation according to the actual state, and performing other operations related to dismantling, relocating and reinstalling the systems based on the contracting authority’s instructions.
