Czechia – Construction work – Construction and operation of a charging park for heavy-duty electric vehicles - D1 Osek nad Bečvou rest area, left side - Repeated procedure

Opportunity description

The contracting authority has the right to manage the D1 motorway structure, which, in accordance with Section 12(5) of Act No. 13/1997 Coll., on Roads, as amended (hereinafter referred to as the “ZPK”), includes the “Osek” motorway rest area situated at km 289.3 on the left side of the D1 motorway, located on plot No. 1628/1 in the cadastral area of Osek nad Bečvou (hereinafter referred to as the “Rest Area”). The contracting authority is interested in having the concessionaire construct and subsequently operate charging stations for heavy-duty electric vehicles at the Rest Area as part of a charging park, which will enable users of the D1 motorway to replenish alternative fuels, primarily for electric vehicles with a maximum permissible weight exceeding 3.5 tonnes. By awarding this concession, the contracting authority also aims, inter alia, to meet the conditions set out in Regulation (EU) 2023/1804 of the European Parliament and of the Council of 13 September 2023 on the deployment of alternative fuels infrastructure and repealing Directive 2014/94/EU (hereinafter referred to as the “AFIR Regulation”). The subject matter of the concession is defined in detail in the text of the Contract and its annexes and consists primarily of: - preparation of project documentation to the extent and under the conditions specified in the Contract, - performance of complete engineering activities in relation to obtaining approval for the project involving construction modifications and the placement of charging stations and other structures permitted by the contracting authority, - obtaining the related occupancy approval decision, - ensuring the complete execution of construction work and installation of charging stations within the charging park by the specified deadline so that the charging park meets at least the requirements of Article 4(1)(b)(i) of the AFIR Regulation, - expansion of the capacity of the charging stations by 31 December 2030 so that the charging park meets at least the requirements of Article 4(1)(c) of the AFIR Regulation, - ensuring the operation of the charging park under the conditions and for the period specified in the Contract, - removal of the charging stations after completion of performance under the Contract, or their sale to the Contracting Authority to the extent and under the conditions specified in the Contract.
