Opportunity description

The purpose of this above-threshold public supply contract, awarded in a negotiated procedure with prior publication pursuant to Section 60 et seq. of the ZZVZ, is to conclude a contract for the delivery and provision of the operation, maintenance, and development of a comprehensive information system for a test item bank (hereinafter the “Item Bank”). The aim of the solution is to replace the existing fragmented records with a modern, secure, and centralized digital platform that will ensure high quality and transparency of testing processes. Main functional units and modules: The supplied software must cover the complete testing life cycle through the following modules: 1. Module for the preparation and review of test items – the life cycle begins with the creation of test items, which authors create and send for verification to reviewers and, where applicable, a guarantor in the relevant field. When preparing test items, authors will be able to use artificial intelligence. 2. Test item module/bank – once a test item has been approved, it will be incorporated into the pool of approved items, from which it will subsequently be possible to select items for tests, check psychometric data (if the item has already been used in a test), or, where applicable, reopen the option of reviewing the question. 3. Test assembly module – based on the assignment, the user selects suitable questions for the test from a list, while again being able to use artificial intelligence, which, for example, will check the suitability of the test and, where applicable, flag redundant questions or questions that explain one another. 4. Testing module – here, the user selects a created test that they wish to share with selected candidates for examination purposes. After the test has been taken, the module evaluates and analyzes the test and the individual questions. Information from the analysis of individual questions is written back to the test item bank for possible reassessment. Use of artificial intelligence (AI): A key component of the solution is the integration of artificial intelligence elements, which will support authors in creating questions, predicting difficulty, identifying duplicates or logical inconsistencies in tests, and optimizing the structure of test sets based on historical data. Technical and security requirements: • Interoperability: The system must have an open interface (API) for connection to the systems of higher education institutions, healthcare facilities, and e-learning platforms. • Security: The solution must comply with cybersecurity standards and GDPR, include two-factor authentication (MFA), data encryption (at rest and in transit), and detailed audit logging. • Infrastructure: The subject matter of the contract also includes the supply of appropriate hardware equipment (servers, disk storage) and network components necessary to ensure high availability and system redundancy. The performance also includes integration of the system into the contracting authority’s existing ICT infrastructure, training for individual user roles (administrator, author, reviewer, analyst), and provision of technical support during the project sustainability period.
