The subject matter of the public contract is the establishment of the Climate-Resilient Living Laboratory Podluží, which will connect 13 municipalities in the region into a unified smart infrastructure system. The laboratory will create an open and modular environment for testing and validating innovative technologies in the areas of climate mitigation and adaptation, i.e. energy, water management, waste management, mobility, public lighting, greenery and digital services. A key element will be the central EMOS data platform, which will enable data integration, predictive infrastructure management and the simulation of crisis scenarios across the entire region. The project will become a model example for other Czech and European regions. Following implementation, an integrated innovation ecosystem will be created in which all municipalities will be interconnected through the EMOS platform. The region will be transformed into a living laboratory capable of testing and evaluating technologies at different scales – from a small village to a larger market town – and providing high-quality data as well as a unique environment for research and practice. Municipalities will gain the ability to manage their infrastructure predictively, respond effectively to crisis situations and achieve significant savings in energy, water and waste. The Podluží Region will become a region in the Czech Republic capable of addressing climate challenges through synergy and multidisciplinarity – by connecting local governments, companies, universities and citizens. This will transform the region into an open “playing field” for the technological and process development of public administration, which will also serve as inspiration for other territories. The public contract consists of 3 areas of performance: Area I: I.a EMOS of the Podluží Region – (Energy Management and Optimazition System – energy management and optimization system) for selected municipalities of the Podluží Region. The subject matter is to implement an open architecture for the Podluží Region as a regional data, integration and control layer for the future development of community energy, asset management and the digital control of technologies in municipalities. I.b EMOS of the municipality of Kostice (Energy Management and Optimazition System – energy management and optimization system). The subject matter is to implement a pilot component for the municipality of Kostice, specifically the deployment of the Data Intelligence module (advanced analytics) and the deployment of autonomous control for selected technologies and sources. The Kostice pilot is intended to serve as the reference and demonstration component of the entire project. The pilot includes, in particular, advanced analytics of consumption and inefficiencies, reporting, simulation of measures and autonomous control of selected technologies, particularly PV systems, storage elements, micro-cogeneration, reserved maximum capacity and other technologies. Area II: II. Energy consultant activities The subject matter of this area is the provision of an expert energy consultant for municipal energy matters. The energy consultant will provide methodological guidance to the municipality, or to other authorized persons representing the municipality or the Podluží Region, in developing an energy strategy and implementing a practical energy management system. The performance also includes practical training for a designated person from the municipality and the Podluží Region in working with the EMOS system, or another similar energy management system used by the contracting authority, for a total of 250 hours. Area III: III. Investment activities of the municipality of Kostice The objective is to create an operationally safe, energy-efficient and sustainably serviceable local energy system in which the MaR system will provide supervisory control over the production of electricity and heat, storage, consumption and the interconnection of existing and new technologies. The solution must be open to future development, must not depend on the manufacturer’s exclusive remote access and must provide the municipality with complete operational data, configurations and MaR control documentation. This includes solutions for the following areas: • a central heat source for the municipal buildings concerned, with provisions for the future connection of the Sokolovna; • combined production of electricity and heat in the KGJ and coordinated operation of bivalent sources; • use of heat in the heating system and domestic hot water, storage and safe measurement of surpluses using a dry cooler; • integration of the KGJ, boilers, PV systems, BESS, meters and other related technologies into a common MaR/ASŘ control system; The subject matter of the public contract includes the contractor’s obligation, for a period of 60 months from acceptance of the works, to provide scheduled servicing and ordered non-warranty work within the scope and at the prices specified in Annex No. 8, Binding Pricing and Contractual Forms for evaluation criterion C. The model quantities are used to compare tenders; the contracting authority does not guarantee the actual number of engine hours, call-outs or hours ordered. Prescribed servicing operations will be paid for according to actual operation and the binding unit prices. Procedure: open. Estimated value: 27,719,563.43 CZK.
