Opportunity description
The subject of the public contract is to ensure the performance of diagnostic surveys of roads, exploratory work, laboratory tests and assessment of PAU pursuant to Decree No. 283/2023 Coll. on selected pavements, car parks and roadways on land owned and administered by the Statutory City of České Budějovice. The contract includes the comprehensive provision of supporting documents for the pavement management system (SHV) at the project preparation level pursuant to TP 87 of the Ministry of Transport of the Czech Republic and related activities in preparing the implementation of construction works as required by the contracting authority. The supplier is required to submit a tender for all required activities. The concluded Service Agreement (hereinafter referred to as the “agreement”) is not a framework agreement within the meaning of Section 131 et seq. of the Act, but an agreement with successive performance upon a call for performance. Individual calls for performance are therefore not separate agreements subject to publication in the Register of Contracts. Subject of performance: - Diagnostic surveys of roadways and pavements pursuant to TP 82 and TP 87, including the preparation of proposals for carrying out repairs and reconstruction in alternative solutions for a minimum of 8 and a minimum of 15 years, or for the design life in the case of complete reconstruction. - Performance of supplementary activities pursuant to Article 4.4 of TP 87 of the Ministry of Transport of the Czech Republic, and performance of visual inspections pursuant to TP 82 on roadways and pavements to determine the extent and specify the method of remediation of base layers and subgrade. - Sampling for environmental analyses pursuant to Decree No. 273/2021 Coll. and Decree No. 283/2023 Coll. - Performance of control and acceptance tests by a laboratory accredited by ČIA o.p.s., to the extent required by the contracting authority, in the areas of testing soils, aggregates, asphalt binder, asphalt mixtures, unbound layers, structural layers and concrete, including the sampling of asphalt mixtures, aggregates and fresh concrete. - Performance of partial design work, if required by the contracting authority, as part of the preparation and implementation of construction works, followed by the performance of the designer’s author supervision. - Performance of the client’s technical supervision as required by the contracting authority. - Technical and technological consultancy during the implementation of repairs and reconstruction of roads and pavements pursuant to TP 170 and related technical regulations and standards. A table with a model scope of work forms an annex to this assignment. Unit prices for the required type of work shall include all costs arising from the assignment that are necessary for the complete performance of the work. The required completion date for the ordered work will be specified in the call for performance. The completed work will be handed over physically, electronically and by means of a formal record, with the records forming annexes to the invoices. Invoices for completed work approved by the contracting authority will be issued after the work has been handed over; the due date of the issued tax document – invoice will be 30 days from delivery to the contracting entity. The contracting entity reserves the right to purchase a smaller quantity or to exceed the quantity stated in the Tender Work Sheet (model assignment). The Tender Work Sheet (model assignment) contains the estimated quantities of the individual services over a period of 48 months; their actual scope and distribution may vary and will be based on the contracting entity’s (contracting authority’s) individual calls for performance. The contractor is required to fulfil all calls for performance from the contracting entity (contracting authority), unless otherwise agreed. The contracting entity undertakes to purchase, over a period of 12 months, performance with a value of at least CZK 500,000 excluding VAT. The unit prices stated by the participant in the procurement procedure in the Tender Work Sheet (model assignment) are binding, maximum permissible and non-exceedable prices, guaranteed for the entire term of the agreement (or adjusted pursuant to the inflation clause). The subject of performance of the public contract is defined by the binding template for the service agreement, including its annexes, which forms an annex to the procurement documents.
