The State Land Office (hereinafter referred to as the “SPÚ” or the “contracting authority”) is launching a preliminary market consultation (hereinafter referred to as the “PMC”) and is hereby approaching the professional community, in particular experts and expert offices operating in the relevant fields of expertise, to inform them about the possibility of joining the DPS and participating in public contracts awarded by the SPÚ. The State Land Office (hereinafter referred to as the “SPÚ” or the “contracting authority”) is launching a preliminary market consultation (hereinafter referred to as the “PMC”) and is hereby approaching the professional community, in particular experts and expert offices operating in the relevant fields of expertise, to inform them about the possibility of joining the DPS and participating in public contracts awarded by the SPÚ. The SPÚ uses a dynamic purchasing system (hereinafter also referred to as the “DPS”) for awarding public contracts for expert services: DPS 10 – Preparation of expert opinions for real estate valuation. The DPS for expert services is currently divided into the following categories: 1. Category 1: Valuation of land (except forest land, hop fields and vineyards) 2. Category 2: Valuation of structures (including land forming a functional unit with the structures) 3. Category 3: Valuation of hop fields and vineyards 4. Category 4: Valuation of mineral deposits The SPÚ is a public contracting authority within the meaning of Section 4 of Act No. 134/2016 Coll., on public procurement, as amended (hereinafter referred to as the “ZZVZ”), and when procuring expert opinions it is required to proceed in accordance with this Act. It therefore cannot award expert services directly without competition to selected experts, but must ensure the transparent and non-discriminatory selection of suppliers. The DPS is one of the tools that enables these services to be procured efficiently while maintaining the principles of competition.
