Opportunity description

The subject matter of the public contract being awarded (hereinafter referred to as the “public contract”) is legal services and legal advice under Act No. 85/1996 Coll., on the Legal Profession, specifically the provision of legal services and advice in the field of grants, State aid and EU law, from the position of both a recipient and a provider of grants or State aid, to the extent specified in the Framework Agreement (Annex No. 1 to the procurement documents): • State aid / grants – setting up the aid scheme and project compliance (opinions on the setup of aid in relation to the call, consultations with managing authorities, interpretation of rules, market analyses, assessment of whether implementation complies with the aid awarded, advice relating to COCOF guidelines and methodological documents); • Financial control / budgetary rules – defence in audit and levy matters (objections to an audit report, appeals against payment assessments, opinions on breaches of budgetary discipline, limitation periods for levies); • State aid – expert analyses/case studies (in particular de minimis, Article 107 TFEU); • Grant programmes – legal consultations; EU compliance outside grants/aid (GDPR, eIDAS) (methodologies, recommendations, related advice); • EU law – assessment of the obligation to notify a technical regulation; • State aid in the field of services of general economic interest.
