Opportunity description
The subject of the preliminary market consultation is to obtain supporting documentation and expert information on available remedial materials suitable for maintenance repairs of roads managed by ŘSD. The consultation will focus in particular on verifying the current market offering, the technical and performance parameters of the materials, their suitability for use for various types of local defects, substrate preparation requirements, processing conditions, the speed at which the repaired area can be put into operation, the expected service life of the repair, the method of demonstrating conformity, and the documentation of properties. The output of the PMC is intended to be information that can be used to prepare the procurement conditions so that they are set proportionately, unambiguously, with technical justification, and without unjustified restriction of competition. The implementation of the PMC is justified by the need to obtain current and verifiable information about market options in the field of remedial materials for maintenance repairs. In this field, material solutions, application methods, and declared technical parameters are continuously evolving. Therefore, before launching the subsequent procurement procedure, the contracting authority needs to verify what types of materials are commonly available, what properties can be required as minimum requirements, what documents suppliers are able to submit, and what conditions of use may affect the quality, service life, and operational safety of the repairs performed. At the same time, the PMC is intended to help the contracting authority avoid setting disproportionate, ambiguous, or discriminatory technical requirements. The results of the consultation will be used in particular to refine the technical specification, define functional and quality parameters, establish requirements for the delivery, storage, and application of the materials, and assess whether it is appropriate to divide the requirements according to the type of defect, repair technology, or operating conditions. Conducting the PMC is therefore expedient and economical, as it may reduce the risk of subsequent amendments to the procurement documentation, ambiguities in the submission of tenders, and subsequent disputes over the interpretation of technical requirements.
