In connection with the amendment to Act No. 561/2004 Coll., on preschool, primary, secondary, higher vocational and other education (the Education Act) (hereinafter referred to as the “Education Act”), under which the contracting authority, pursuant to §§ 160, 180 and 182 of the Act, is obliged to provide material support for the children, pupils and students of the primary school, namely Základní škola Štěrboholy, a contributory organisation, and the nursery school of which it is the founder, the contracting authority is obliged, from 1 January 2026, to reimburse the catering provider for the costs it incurs in providing school catering to the children, pupils and students of the school and the given nursery school and which are not paid directly to the provider by the diners. In view of the above, the subject matter of this public contract is the provision of services for the operation of the school canteen and the provision of catering (hereinafter referred to as the “services”). The performance of this public contract includes the lease of premises, including related equipment and facilities, by the contracting authority to the supplier, as this is necessary for the provision of the services. Catering is provided monthly to an average of approximately 357 children (primary school approximately 267 children and nursery school approximately 90 children). The services must be provided in accordance with all applicable hygiene, safety and fire protection regulations, in particular in accordance with the conditions laid down in Act No. 258/2000 Coll., on the protection of public health, as amended, in accordance with the Decree on School Catering and pursuant to the applicable hygiene and nutritional standards for school catering, i.e. also in accordance with the principles of good manufacturing and hygiene practice in catering services (HACCP). In connection with the performance of the services, the provider shall manage waste in an environmentally friendly manner and in accordance with applicable legislation. At the same time, the provider shall undertake to proceed in such a way as to minimise waste generation: • reducing the quantity of packaging materials (purchasing unpackaged food, eliminating single-portion packaging, returnable packaging, etc.); • processing raw materials with maximum efficiency, in particular: minimising peel and trimmings from fruit and vegetables; using “gentle peelers” and technologies that remove only a thin layer of peel; using trimmings, leaves, etc. (e.g. in stock, pesto, herb stems for seasoning dishes, etc.); processing surplus fruit and vegetables, e.g. by freezing, pickling, fermenting, drying, etc.; using meat trimmings (e.g. in stocks, sauce bases, meatballs, etc.); using stale baked goods (e.g. for making breadcrumbs, croutons, stuffing, etc.).
