Czechia – Security services – Comprehensive guarding, cleaning and security cleaning of facilities

Opportunity description

The subject matter of the public contract is the provision of comprehensive guarding , cleaning services and security cleaning services (hereinafter also the “service” to denote the set of services, “guarding” to denote guarding and security services, and “cleaning” to denote the provision of cleaning services) for the following premises: 1) Městský stadion Ostrava, Závodní 2992/86d, 703 00 Ostrava-Vítkovice, 2) Areál Bazaly, Bukovanského 1028/4, 710 00 Ostrava-Slezská Ostrava, 3) OSTRAVAR ARÉNA (MUSTANG ARÉNA from 1. 9. 2026), Ruská 3077/135, 700 30 Ostrava-Zábřeh, 4) Extension to OSTRAVAR ARÉNA (MUSTANG ARÉNA from 1. 9. 2026), Ruská 3077/135, 700 30 Ostrava-Zábřeh, 5) Multifunctional hall, Ruská 3077/135, 700 30 Ostrava-Zábřeh, 6) Athletics hall, Ruská 3077/135, 700 30 Ostrava-Zábřeh (hereinafter also the “facilities”). Guarding will consist primarily of 1) providing guarding services, reception services and security cleaning services, 2) carrying out technical security supervision through a continuously operating monitoring center, including receiving and distributing reports of extraordinary events, 3) implementing requirements for operational changes to the guarding service, particularly in connection with sporting or cultural events at the facilities, 4) interventions to verify or resolve security incidents, undesirable security situations and conditions, or suspicions that they may have arisen, 5) documenting and reporting security incidents, undesirable security situations and conditions, or suspicions that they may have arisen, and reporting the malfunctioning of security technologies or processes, 6) initially organizing security evacuations or otherwise directing groups of people or individuals, 7) operating security technologies, security equipment and other security apparatus, 8) developing security awareness and providing security training for key roles. Guarding will be provided by the selected contractor to the extent and under the conditions specified in this invitation to tender and its annexes, and must be provided in full compliance with generally binding legal regulations, the relevant methodologies of the Ministry of the Interior of the Czech Republic and the standards designated by the Contracting Authority and published on the Contracting Authority’s website. Annex No. 1 – Specification of the subject matter of performance is particularly binding for the substantive preparation of the tender and for managing the quality of delivery during performance of the contract. As regards the methodologies of the Ministry of the Interior of the Czech Republic, these are primarily: - Security Standard for the Protection of Soft Targets, - Methodology Fundamentals of Soft Target Protection, - Methodology for Soft Target Coordination for the Phase Following a Security Incident, - Soft Target Security Plan, - Soft Target Threat Assessment, - Methodology for the Protection of Soft Targets, - Security Standards for Organizers of Sporting, Cultural and Social Events. For the purposes of the procurement procedure, the routine provision of services when guarding the facilities listed in Chapter 4.1. is considered the “basic scope of guarding,” with routine provision of services being understood as a situation in which there is no need to increase the number of guarding personnel due to an event being held or another circumstance at the Contracting Authority’s facilities. Cleaning will consist of ensuring the performance of cleaning work at the Contracting Authority’s premises as listed above in the procurement documents, in the manner and to the extent specified in Annex No. 1. The delivery will include the use of the Contractor’s own cleaning agents, equipment and machines. An integral part of cleaning is also the obligation to replenish hygiene supplies (toilet paper, soap, etc.) as instructed by the Contracting Authority, with these hygiene supplies being provided to the Contractor by the Contracting Authority. An integral part of cleaning is also its organizational and personnel integration with the security architecture, regular drills for responding to relevant security incidents, and appropriate training. The cleaning requirements are therefore also reflected in the guarding requirements. The Contracting Authority further requires that cleaning services not be provided solely as a planned activity, but that they also be capable of performing an immediate response function for operational and security situations arising during the operation of the facilities. From its own experience, the Contracting Authority knows that these situations cannot be fully predicted in advance and cannot be addressed through a separately organized cleaning service that is not directly managed and coordinated within the facility’s security regime. For this reason, a requirement has been established for the Contractor to ensure the availability of cleaning capacity throughout the entire period in which guarding is provided so that situations arising can be addressed immediately. For this reason, the Contracting Authority also requires readiness for operational interventions prompted by guarding activities or by the occurrence of operational or security events. The Contracting Authority does not consider it sufficient for cleaning services to be provided only at predetermined times without any connection to the facility’s current operation and urges Contractors, when reading the procurement documents, not to regard cleaning merely as “ordinary” cleaning services. The subject matter of performance includes the unified management of cooperation between guarding and cleaning through a coordinator, the provision of security cleaning in response to security and operational events, and the security management of weekly cleaning. Detailed requirements for coordination, activation periods, the coordinator’s powers, joint documentation and security procedures are set out in Annex No. 1 to the procurement documents.
