Opportunity description

The subject of the public contract is the conclusion of a Framework Agreement for a fixed term of 48 months from the date it enters into force. The subject of the Framework Agreement (“Framework Agreement”) comprises the following activities: a) Measurement of noise in the protected outdoor areas of buildings, or in protected outdoor areas around roads managed by TSK, as required by the Contracting Authority; b) measurement of surface noise using the CPX method, preparation of acoustic assessments and expert opinions, preparation of supporting documents for the issuance of a permit for a less stringent hygiene limit in accordance with Section 31 of Act No. 258/2000 Coll., as amended, and consulting and professional activities in the field of noise issues. c) Submission of the outputs from individual measurements pursuant to points a) and b). Required noise measurement outputs: • Measurement of noise in the protected outdoor areas of buildings, or in protected outdoor areas; • traffic engineering survey during the noise measurement (traffic volumes, pilot speed measurements, etc.); • measurement of meteorological conditions; • evaluation of the acoustic situation in accordance with Government Regulation No. 272/2011 Coll., as amended; • an accredited or authorized measurement report. Required CPX measurement outputs: • measurement of a defined road section using the CPX method (measurement using a trailer with at least 5 microphones and a test tyre), • analysis of the surface at 20 m intervals within the measured section, • comparison with TKP 7 or comparison of the surface condition before and after the replacement, • an accredited measurement report. Required outputs of acoustic assessments or expert opinions: • creation of a 3D computational model of the defined area, • modelling of the impact of traffic operations or construction activities, • evaluation in the protected outdoor areas of buildings, or in protected outdoor areas, using control calculation points, • proposal of possible noise-control measures if necessary, • preparation of a summary report and noise maps. When preparing expert opinions on acoustic studies, an analysis and verification of the correctness of the assessed study will be carried out and, if necessary, the expert opinion will also be supplemented with acoustic calculations, i.e. creation of a 3D computational model, modelling of the impact of traffic operations, and a proposal of possible measures. In the case of preparing supporting documents for a permit for a less stringent hygiene limit, whether for noise from traffic operations or construction activities, the scope of the prepared supporting documents will comply with Act No. 258/2000 Coll., as amended.
