Opportunity description
The purpose of the public contract is to conclude a contract with one (1) supplier, the subject of which will be the renewal of Cisco EoL HW and the addition of APs. The subject of performance of the public contract is the supply of hardware (“HW”) for the renewal of Cisco EoL HW owned by the contracting authority (replacement of obsolete end-of-life HW) and the addition of WIFI access points (“AP”) to the existing Cisco 9800 controllers, as well as manufacturer support for the supplied HW for a period of 3 years (CX L1 8x5xNBD, or designated as Standard 8x5xNBD from 1 May 2026) and the provision of ISE and DNA licences for 3 years according to the PN in the technical specification, which constitutes Annex No. 10 to the procurement documentation. The subject of performance of this public contract is specified in greater detail in the binding draft purchase contract, which constitutes Annex No. 4 to the procurement documentation (“binding draft contract”). The required hardware represents the replacement of a small part of the contracting authority’s existing infrastructure and must therefore be fully compatible with the existing installed base due to the need to ensure full continuity of operations and unified management of the existing infrastructure. The ISE subscriptions being procured are intended for the Cisco ISE system already operated and owned by the contracting authority; the access points (AP) must be fully compatible with the existing Cisco 9800 controllers. The network elements must be fully integrated and manageable through the existing Cisco Catalyst Center (DNA) platform. At the same time, it is essential to ensure full hardware and software compatibility of the optical modules with the existing Cisco devices in order to ensure reliability and manufacturer support; for this reason, the contracting authority excludes the use of OEM or non-original hardware. All supplied HW and SW must be new, unused and intended by the manufacturer for the Czech market. Detailed information about the subject of the public contract is contained in the technical specification in Annex No. 10 to the procurement documentation. The contracting authority intends to award the public contract in accordance with the general principles of socially responsible public procurement (more information here: www.sovz.cz) and the Responsible Public Procurement Strategy of the Prague Public Transit Company 2026–2028. In view of the nature and purpose of the subject of performance of this supply contract, the contracting authority is carrying out this contract by applying the principles of responsible public procurement, specifically with regard to: 1. enabling direct payments to subcontractors, 2. ensuring the same invoice payment period for subcontractors as for the supplier, 3. compliance with labour-law regulations, in particular, but not exclusively, regulations governing employee wages, working hours, rest periods between shifts, paid overtime, occupational safety, etc. The contracting authority further requires fair working conditions and an appropriate level of occupational safety to be ensured for all persons involved in the performance of the public contract. The selected supplier is obliged to ensure that this requirement of the contracting authority is also met by its subcontractors, 4. fulfilment of the obligations under points 1 to 3 above to the same extent by its subcontractors in relation to subsequent links in the subcontracting chain. In the procurement procedure, the supplier shall demonstrate fulfilment of the socially responsible public procurement conditions by submitting an affidavit according to the template (see Annex No. 6 to the procurement documentation) and, during performance of the contract, in the manner stipulated in the binding draft contract. If the procurement documentation contains references to specific suppliers, brands or products, or to patents, inventions, utility models, industrial designs, trademarks or designations of origin, this is done in the interest of the accuracy and comprehensibility of the procurement conditions in accordance with Section 89(5) of the ZZVZ (because setting out the contracting authority’s requirements for the subject of performance without this specific specification would not be sufficiently precise and comprehensible). Where such references are used, the contracting authority, in accordance with Section 89(6) of the ZZVZ, permits an equivalent solution that meets the contracting authority’s requirement in terms of the performance and function of such an alternative.
