Opportunity description

The subject of the Public Contract is the delivery of a new Surface Transport Control System (ŘSPD) for the vehicle fleet operated by the contracting authority (buses, trolleybuses, trams), followed by support and development for a period of 20 years. The Surface Transport Control System (ŘSPD) will be a system for all modes of urban public surface transport operated by the contracting authority, enabling the efficient management of the public surface transport operations run by the contracting authority. The ŘSPD will operate in real time in 24/7 mode with high availability and will ensure a high level of cybersecurity and the protection of data and services, while complying with all requirements of Czech and EU legislation, particularly regarding the operation of public road and rail transport, the protection of personal data and privacy, and cybersecurity. The ŘSPD should include in particular: Traffic management based on ongoing operations, Automated management of data flows and their transmission between vehicles and dispatching systems, Operational information (timetable, movements of vehicles and personnel in operation), Communication in various directions (communication options between the driver and dispatcher, and between the vehicle and the control centre), Emergency control and communication (management of crisis situations related to transport or the vehicle), Provision of data for further processing by other systems, Automatic execution of processes and evaluation by the control system based on operational data, Vehicle information (energy management, vehicle condition). As of 31.12.2025, the Contracting Authority's vehicle fleet comprised 1192 buses, 38 trolleybuses and 794 trams. The bus mode operates 155 routes, trams 36 routes and trolleybuses 2 routes.
