Opportunity description

This procurement concerns Københavns Åbne Gymnasium’s (hereinafter KG) procurement of a Framework Agreement concerning technical consultancy and assistance (Lead consultancy) regarding a Master Plan, extension, conversion and renovation of parts of KG’s buildings, located at Sjælør Boulevard 133, Valby. The basis for the assignments for the future lead consultant under the Framework Agreement is described in the procurement documents. KG is an independent institution located in Valby, which in 2026 has approximately 1,000 full-time equivalent students and 100 employees. KG has prepared a new ambitious strategy leading up to the upper secondary education reform in 2030, under which STX will be targeted at students with higher grade averages, aimed solely at long-cycle higher education. Among other things, the upper secondary school has closed HF in order to target the school at STX students and increased the number of applicants by focusing on a greater degree of local anchoring, academic immersion and committed communities. During 2025 and the beginning of 2026, in collaboration with LAARK arkitekter, KG had an overall Master Plan proposal prepared showing possible initiatives. KG wishes to clarify opportunities for foundation funding and has therefore had a draft foundation application prepared on the basis of the Master Plan. In addition, KG plans to carry out an ongoing upgrade of a total of 36 classrooms, as well as general operational and maintenance initiatives, which are reflected, among other things, in an overall condition assessment prepared by Cowi in 2025. The Contracting Authority will award the contract to the tenderer that, on the basis of the award criterion “Best price-quality ratio”, has submitted the most economically advantageous tender. The Client has chosen the Lead consultancy contract form. KG is now putting this Framework Agreement out to tender in order to find a Lead Consultant who, under the terms set out in the complete procurement documents, can assist with planning, design and implementation as the scope and financing are finally clarified. This will involve lead consultancy, including architectural and engineering services in connection with construction works of varying scope, focusing on conversion, renovation, maintenance and the planning thereof, technical installations, etc., based on a Master Plan that must also be revisited on an ongoing basis. The consultancy is provided in accordance with Ydelsesbeskrivelse for Byggeri & Landskab 2018 (YBL 18), prepared by Foreningen af Rådgivende Ingeniører (FRI) and Danske Arkitektvirksomheder, as well as Tillæg til ydelsesbeskrivelser for bæredygtighed. The scope of the framework agreement is estimated at DKK 8.3 million for the 2-year period (Estimated value). The maximum value (the period including options of 1+1 years, cf. point 1.2) is estimated at DKK 13.5 million. The stated estimates and expected scope reflect KG’s expectations regarding consumption of the services included in the Framework Agreement. KG is not obliged to purchase a specific quantity of services or to purchase for a specific amount, and actual consumption may therefore differ from the estimates. The Framework Agreement is not exclusive. And KG is not obliged to use the Framework Agreement. The Client has chosen the contract form of a Framework Agreement for Lead consultancy and has therefore not divided the services into several lots, since the project comprises Master Planning and the resulting prioritised construction projects, which, pursuant to the terms of the Framework Agreement, will be procured as more specifically defined subprojects, taking into account the school’s operations and financial priorities, and since there is a need for a comprehensive and uniform consultancy service with one responsible consultant to ensure continuity, effective coordination and simple contract management throughout the term of the framework agreement. The assignments involve the conversion and extension of an existing school in full operation, which entails a high degree of complexity in planning, coordination and execution, and there is a significant need for close integration between architectural, engineering and technical solutions, including particularly with regard to fire strategy, indoor climate, structures and logistics. Due to the many interfaces between the disciplines and the necessity of considering solutions together in relation to existing building conditions and daily school operations, it is considered essential to engage a single overall lead consultant with the necessary disciplines in-house. This ensures holistic design, effective coordination, reduced interface issues and greater certainty that the project will be completed both within the time and financial frameworks and with respect for users and without conflicts that disrupt operations. The procurement is conducted as a negotiated procedure in accordance with sections 61-66 of the Danish Public Procurement Act. The Framework Agreement concerns the provision of consultancy services, for which the specific assignments will only be defined in greater detail during the term of the framework agreement. The assignments are expected to vary significantly in terms of scope, complexity, organisation and the professional competencies to be applied. The Contracting Authority has assessed that, because of its nature, complexity and associated risks, the contract cannot be awarded without prior negotiation. There is a need to discuss and optimise, among other things, the organisation of the consultancy, staffing, form of collaboration, management of interfaces, quality management and the contractual mechanisms for performing assignments under the framework agreement. The procurement procedure means that all interested economic operators may apply to participate in the procurement. However, only applicants selected (prequalified) and invited by the Contracting Authority may submit tenders. The Contracting Authority expects to prequalify four applicants. The Contracting Authority may prequalify and award the contract only to operators that meet the suitability requirements stipulated in the procurement and are not subject to grounds for exclusion.
