The consultancy team shall ensure the basis for establishing high-quality urban spaces with a focus on residents and visitors at Levantkaj, as well as ensure good connections to Inner and Outer Nordhavn with a focus on urban nature and biodiversity. The consultancy team shall also provide technical consultancy and assistance within infrastructure, urban spaces and landscaping at Levantkaj in relation to the Contracting Authority’s forthcoming construction projects, where phased development of the project area is expected and, consequently, also construction of the infrastructure with roads, urban spaces, squares, utilities, etc. Levantkaj is centrally located in Nordhavn and is the next stage of the urban development of Nordhavn from an industrial area into a modern urban district. Levantkaj covers an area of approximately 34 ha. Levantkaj is currently used as a container terminal operated by Copenhagen Malmø Port. Together with the Environmental Administration, the Contracting Authority has initiated a local planning process for the first phase of the development of Levantkaj, which includes, among other things, the framework for the layout of the buildings, open spaces, transport connections and urban spaces, the extent and principles of greening, the layout of water areas, etc. The local plan “Levantkaj I” also includes the extension of the metro in Nordhavn to the terminus at Nordsø Plads in Outer Nordhavn. The areas outside Levantkaj are not part of this project/procurement. The proposed local plan “Levantkaj I” will enable approximately 350,000 square metres of residential floor area, service businesses and public functions, as well as approximately 50,000 square metres of floor area for multi-storey car parks at Levantkaj. The local plan will also enable the construction of an elevated metro line, a new metro station, and pedestrian and cycling connections linked to the main connections in Nordhavn. The proposed local plan will designate the area as a mixed residential and commercial area, with a school and football pitch, daycare facilities, a church, a sports-hall complex, a care centre, etc. Two multi-storey car parks will also be established in the area. Recreational and green areas are a structuring feature of the plan, under which land reclamation for recreational use is to be established in Skudehavnen, along with a recreational green connection between Skudehavnen and Levantparken, which will become the area’s largest “harbour park,” and Levanten’s gardens, which have more of the character of intimate gardens with a focus on biodiversity. An internal road network shall be established with connections to the surrounding transport structure for cars and vulnerable road users, where trees are a continuous structuring element along the roads and continue through the recreational areas. The proposed local plan is expected to receive political approval in Q3 2026, and the final local plan is expected to be adopted in Q2 2027. The consultancy team shall commence the assignment upon conclusion of the contract in Q3 2026. The assignments will commence for both consultancy concerning utility infrastructure, urban spaces, roads and landscaping. The assignment will be divided into sub-assignments, with the first contractor procurement expected in early 2027 concerning the rerouting involved in carrying out the utility contract. Thus, when the Consultancy Contract commences, there will be no final local plan or proposed local plan, and the consultancy team shall therefore specifically base its work on the master plan prepared to form the basis for the proposed local plan. Parts of the master plan are attached as Appendix A to the assignment description. The principal services under the procured Consultancy Contract are expected to have a duration of 5 years, while supplementary services in the form of, among other things, assistance with technical supervision, consultancy relating to the contractor’s rectification of defects, etc. are expected to have an additional duration of 3–5 years.
