CTR (the contracting authority) has entered into two framework agreements, respectively Lot 1 and Lot 2, concerning technical consultancy and assistance. The contracting authority is a district heating transmission company for the following five stakeholder municipalities: Frederiksberg, Gentofte, Gladsaxe, Copenhagen and Tårnby. The contracting authority supplies approximately 250,000 homes in the capital region with district heating, primarily based on surplus heat from power plants and waste incineration. This procurement concerns the conclusion of two framework agreements on technical consultancy and assistance related to the Contracting Authority’s district heating transmission activities. Lot 1 concerns Operation and Maintenance, and Lot 2 concerns Projects. The Contracting Authority has chosen to divide the Consultancy Tasks into two lots to ensure specialised and optimal consultancy, partly for the operation and maintenance of the Contracting Authority’s systems and partly for the implementation of projects related to the Contracting Authority’s systems. The Consultancy Tasks are of a specialised nature and will vary in content, scope and type and must—depending on the specific consultancy requested—either contribute to supporting the Contracting Authority’s operational functions or the Contracting Authority’s projects. The technical consultancy covers everything from operation and maintenance, design, tendering and contracting, as well as project follow-up, construction management, design and supervision. However, since the Contracting Authority’s consultancy needs change as new requirements, including statutory requirements, are imposed on the Contracting Authority, the listed Consultancy Tasks for each of the lots cannot be regarded as an exhaustive list of the Consultancy Tasks that may arise during the Framework Agreement period. In addition to the specific areas stated for the respective lots, the Consultant is generally obliged to provide technical consultancy and assistance for the Contracting Authority’s activities. Lot 1 will be awarded to a single Consultant. Lot 2 will be concluded as parallel framework agreements with four Consultants. During the term of the Framework Agreement, Consultancy Tasks under Lot 2 will be awarded through mini-competitions involving the selected Consultants. Lot 1 concerns Operation and Maintenance related to the Contracting Authority’s district heating transmission activities. The Consultancy Tasks will be performed at the Contracting Authority’s various facilities located in the capital region. The Consultancy Tasks consist of the following (non-exhaustive list: • Project management, technical supervision, commissioning and documentation of minor projects within operation and maintenance • General technical consultancy concerning the district heating facility and its equipment, including the preparation of technical memoranda and reports • Consultancy on earthworks and pipework, including utility line enquiries (LER) • Consultancy in connection with major root cause analyses for critical equipment • Operational optimisation • Environmental approval and environmental management • Building maintenance, condition assessments and concrete investigations • Documentation work, including in CTR’s internal programs such as GIS • Strategic maintenance, including the development of maintenance strategies for critical equipment • Consultancy concerning hydraulics • Consultancy concerning pipe statics • Consultancy on electricity, high voltage and low voltage • Consultancy concerning design basis Lot 1 will be awarded to a single Consultant for a 4-year period with the option to extend 4 times by 12 months. Lot 2 concerns Projects related to the Contracting Authority’s district heating transmission activities. The Consultancy Tasks will be performed at the Contracting Authority’s various facilities located in the capital region. The Consultancy Tasks consist of the following (non-exhaustive list): • Project management, design management, ICT, tendering, construction management, occupational health and safety, technical supervision and project follow-up, start-up/commissioning, documentation, for extensive construction projects • General technical consultancy concerning the district heating facility and its equipment, including the preparation of technical reports and consultancy on the design basis for the central components of the district heating facility • Documentation work, including in the Customer’s internal programs such as GIS • Consultancy concerning hydraulics • Consultancy concerning pipe statics • Consultancy on electricity, high voltage and low voltage • Consultancy on earthworks and pipework • Consultancy on management and control (SRO/OT) • Consultancy on construction Lot 2 will be concluded as parallel framework agreements with four Consultants for a 4-year period with the option to extend 4 times by 12 months.
