The urban development project Det Internationale Kvarter in eastern Esbjerg is facing the development of 'the neighbourhood's new heart' – an exciting and ambitious project focusing on circularity, climate adaptation, innovation and social solutions. The project mainly comprises: 1. A new stormwater lake and the development of Portalparken, where nature, communities, play and movement are key elements. 2. A neighbourhood square, which will become the neighbourhood's social and cultural centre, with space for both everyday life and larger events. The square is surrounded by youth housing with public and commercial functions on the ground floor. 3. A pavilion, constructed from the local clay soil excavated for the stormwater lake, which demonstrates modern architecture built with locally sourced and more sustainable materials. Esbjerg Municipality wishes to set new standards for how public-private innovation can be approached creatively and how circular, climate-resilient and socially grounded solutions can be developed in the urban space. On the basis of a negotiated procedure, a comprehensive consultant (landscape architect, architect and engineer) is sought to carry out the above assignment. The project comprises consultancy and construction costs of approximately DKK 40 million, including implementation in cooperation with the main contractor selected through an early procurement procedure under the concept 'Participatory construction'. Through this contract notice, interested parties are invited to request participation in the procurement procedure. ----------------------------------------------------------------------------------------------------------------------------------------------------------------- The procurement procedure is conducted as a negotiated procedure, with prior prequalification in accordance with the rules in Consolidation Act No. 10 of 6 January 2023 (”Consolidation Act on the Public Procurement Act”). The contracting authority reserves the right to award the contract on the basis of the tenderers' initial tenders and thus not enter into negotiations with the tenderers.
