Denmark – Communications equipment – Voluntary ex ante transparency concerning the procurement of cooling trays for Link 16

Opportunity description

As a result of the security policy situation in the Arctic, FMI needs to procure 20 cooling trays with associated power units for MIDS JTRS radios to support the Link 16 capability. A cooling tray is a mounting unit in which the MIDS JTRS radio is installed and which ensures cooling of the equipment during operation. MIDS JTRS is the basic component of the Link 16 system, which enables the exchange of tactical data between ships, aircraft and helicopters in real time. The situation is assessed to be an operational emergency and critical to ensuring Danish sovereignty and presence in the Arctic. Functional cooling trays with associated power units are essential to the Link 16 capability on the vessels operating in the Arctic. Without functional Link 16 systems, the vessels risk having significantly reduced operational capacity, which in the current security policy situation constitutes an unacceptable operational risk. This is therefore a procurement of an operationally critical nature. The emergency resulting from the security policy situation in the Arctic therefore necessitates that the Danish Defence place an order with a company that can deliver the necessary equipment as quickly as possible, as the delivery time is critical to ensuring operational capacity. The procurement of the 20 cooling trays (incl. accessories) is limited to the necessary requirement, and it is assessed that compliance with ordinary procurement procedures risks leading to a further postponement of the delivery date and thus a deterioration of the operational situation. FMI has therefore entered into a contract with Precision Technic Defence A/S, CVR no. 79218928 (“Precision Technic Defence”) for the delivery of 20 fit-for-purpose cooling trays with associated power units as quickly as possible, with a view to ensuring the Link 16 capability on the vessels in the Arctic. FMI assesses that there is no reasonable alternative and that the direct award is authorised by Article 28(1)(c) of the Defence and Security Directive.
