Opportunity description
The purpose of the qualification system is to establish a list of qualified contractors that, within various categories, can provide contract works for/to Kredsløb Transmission A/S (hereinafter referred to as: "Kredsløb") in connection with the establishment of air-to-water heat pumps. That is, with the qualification system, Kredsløb obtains a pre-qualified ("pre-approved") group of suppliers from which to choose in connection with Kredsløb's subsequent tenders concerning contract works in connection with the establishment of air-to-water heat pumps. With this notice, Kredsløb invites potential applicants to apply for admission to the qualification system. The qualification system is divided into four categories: 1) Technical contracts 2) Building contracts 3) Power supply contracts 4) VAK contracts It is possible to apply for admission to the qualification system in relation to one, several or all four categories. The qualification system is unlimited in duration and expires only when Kredsløb chooses to terminate the qualification system (in Kredsløb's tendering system ("Ethics"), an expiry date must be specified in order for applicants to register for the "tender" and submit an application for admission - therefore, a fictitious expiry date of "31-12-2099 23:59" has been entered in Kredsløb's tendering system). A request to be covered by the system may be submitted throughout the duration of the qualification system, and new contractors may likewise be admitted to the system on an ongoing basis. Kredsløb is not obliged to use the qualification system, but may choose to use it in connection with procurements covered by the qualification system. Admission to the qualification system does not mean that the contractor is guaranteed assignments or invitations to participate in the tenders that Kredsløb may conduct pursuant to the qualification system. Admission to the qualification system thus means that the contractor may, but will not necessarily, be invited to participate in one or more of the tenders that Kredsløb may conduct pursuant to the qualification system. Admitted contractors may only be invited to tenders within the category/categories in which the contractor has been admitted. In the specific tenders conducted pursuant to the qualification system, Kredsløb will decide on the criteria for awarding the individual contracts and the terms of the contract. Supply of technical installations (i.e. energy collectors, compressor, pumps, heat exchangers, electrical/SRO, etc.) in connection with the establishment of air-to-water heat pump installations. Kredsløb specifically plans to use the qualification system to procure the following technical contracts in connection with Kredsløb's establishment of a number of air-to-water heat pump installations at 3 locations in Kredsløb's supply area before 2030 (the "LVVP project"): Kredsløb expects to conduct 4 tenders for technical contracts. 3 of the technical tenders will concern the supply of 2 x 20 MW technical installations, while the final technical tender will concern the supply of 1 x 20 MW technical installation (i.e. in total, the four technical tenders will concern the establishment of 140 MW of heat production from heat pumps). Each technical contract includes the design, supply, construction and commissioning of a fully completed air-to-water heat pump installation for connection to the district heating network and includes the following principal disciplines: • Mechanical installations • Piping installations • High-voltage installations • Electrical installations • Signal exchange with Kredsløb's central SRO installation The air-to-water heat pump installations must be established in newly constructed technical buildings (see the description under category 2 concerning building contracts in connection with the LVVP project). The above description of expected contracts in connection with the LVVP project is indicative and provided solely as an indication of the number and scope of the contracts specifically expected to be conducted under the qualification system Supply of buildings, foundations, etc., including civil engineering works, in connection with the establishment of air-to-water heat pump installations. Kredsløb specifically plans to use the qualification system to procure the following building contracts in connection with Kredsløb's establishment of a number of air-to-water heat pump installations at 3 locations in Kredsløb's supply area before 2030 (the "LVVP project"): Kredsløb expects to conduct 3 tenders for building contracts – corresponding to one building tender for each of the three locations where Kredsløb expects to establish air-to-water heat pump installations. Commercial buildings for energy-production installations must be constructed. The buildings will have to be between 1500 m2 and 3000 m2. The size and layout of the buildings depend on which technology is selected for the air-to-water heat pump installation. For each air-to-water heat pump installation, an industrial hall (10 – 12 metres high), foundations for energy collectors (approx. 7000 m2 per air-to-water heat pump installation), foundations for a transformer station, an access road and stormwater basins must be constructed. The above description of expected contracts in connection with the LVVP project is indicative and provided solely as an indication of the number and scope of the contracts specifically expected to be conducted under the qualification system Supply of complete 60 kV outdoor open installations and 10kV indoor enclosed installations in connection with the establishment of air-to-water heat pump installations. Kredsløb specifically plans to use the qualification system to procure the following power supply contracts in connection with Kredsløb's establishment of a number of air-to-water heat pump installations at 3 locations in Kredsløb's supply area before 2030 (the "LVVP project"): Kredsløb expects to conduct 3 tenders for power supply contracts – corresponding to one power supply tender for each of the three locations where Kredsløb expects to establish air-to-water heat pump installations. The power supply contract includes the supply of complete 60 kV outdoor open installations and 10kV indoor enclosed installations. The installations may consist of the following: • Complete 60 kV transformer bays incl. 60/10kV transformer, SF6-free circuit breaker, disconnector and earthing switch incl. interlocking and signals, as well as CTs and VTs. Control and operating panels. • Complete 60 kV cable bays. • Complete 10 kV SF6-free primary distribution installations. • Building for 10 kV installations and SRO. • Complete calculations, design incl. documentation, and installation of the entire facility, including steel, foundations and SAT test. The above description of expected contracts in connection with the LVVP project is indicative and provided solely as an indication of the number and scope of the contracts specifically expected to be conducted under the qualification system. Supply of heat accumulation tanks in connection with the establishment of air-to-water heat pump installations. Kredsløb specifically plans to use the qualification system to procure the following VAK contracts in connection with Kredsløb's establishment of a number of air-to-water heat pump installations at 3 locations in Kredsløb's supply area before 2030 (the "LVVP project"): Kredsløb expects to conduct 2 - 3 tenders for VAK contracts covering the three locations where Kredsløb expects to establish air-to-water heat pump installations. Tank sizes for the three locations are: • Installation 1: 3 open heat accumulation tanks, each with a net volume of 3,000 - 4,000 m³ • Installation 2: 2 open heat accumulation tanks, each with a net volume of approx. 19,000 m³ • Installation 3: 2 open heat accumulation tanks, each with a net volume of approx. 25,000 m³ The above description of expected contracts in connection with the LVVP project is indicative and provided solely as an indication of the number and scope of the contracts specifically expected to be conducted under the qualification system.
