Hjørring Vandselskab wishes to future-proof the water supply for consumers in Hjørring. There is a need to establish a waterworks that, with a large production capacity, flexibility and the possibility of expansion, can ensure drinking water for many years to come. The waterworks is to replace the existing waterworks at Horne (Hirtshals Vandværk Vest), which currently faces major renovation and modernisation in order to bring it up to a level that is both up to date and capable of guaranteeing future security of supply. The new waterworks will be located on the northern half of cadastral parcel No 6s Skibsby By, Skt. Olai, which is owned by Hjørring Vandselskab. A local plan for the area has been prepared in connection with the project. This procurement includes the design and construction of a new waterworks under a turnkey contract, including the building, water-treatment plant, mechanical installations, electrical and SRO systems, as well as associated technical installations and pipeline works within the contract boundaries described in the procurement documents. The procurement also includes the services and options set out in the complete procurement documents. The waterworks is to be constructed with 2 treatment lines and laid out so that it can subsequently be expanded to 4 treatment lines. The building and plant must likewise be laid out to allow for future advanced water treatment. With reference to Article 65 of the Utilities Directive, it is stated that the procured contract is not divided into lots, as the contracting entity has assessed that, in view of the characteristics of the contract, it is most appropriately performed by a single undertaking.
