Competitive dialogue The tender is conducted by Port of Aalborg A/S, Vejdybet 16, 9220 Aalborg Øst, CVR. 12473192 (hereinafter “Port of Aalborg”), which pursuant to FVD Art. 4(1)(a) is a contracting entity. The tender is conducted pursuant to Directive 2014/25/EU of the European Parliament and of the Council of 26 February 2014 on procedures for the award of contracts by entities operating in the water, energy, transport and postal services sectors and repealing Directive 2004/17/EC (hereinafter “FVD”) Art. 48 as a competitive dialogue. Prior to the tender, Port of Aalborg conducted a market dialogue with, among others, potential suppliers. The market dialogue showed that Port of Aalborg’s needs cannot be met without adaptation of already available solutions and that the Agreement includes design and innovative solutions. The assessment is based, among other things, on the expectation that the Supply will be capable of supplying shore power with high power peaks (up to approx. 2 MW) and different voltage levels (including 400–450 V and 6.6 kV), integrating battery storage (BESS), and being supplied with a cable management system (CMS) suitable for operation in an ATEX zone 2 environment at the oil terminal. In view of this, the tender is conducted as a competitive dialogue. Port of Aalborg will prequalify three (3) applicants. Port of Aalborg has also had a feasibility study prepared by Leap as part of the market dialogue. In accordance with FVD Arts. 58–59, Port of Aalborg has published relevant information exchanged with Leap and set deadlines for receipt of applications and tenders so that they offset any potential time advantage. The relevant information is attached as Appendix A. The project concerns the tender for an Agreement concerning a Hybrid Onshore Power System at Port of Aalborg (hereinafter the “Agreement”). The scope and content of the project are described in greater detail in the Agreement and its appendices. Port of Aalborg wishes to enter into one overall agreement for the tendered Supply. Port of Aalborg wishes to establish a System capable of supplying electricity (shore power) to ships calling at the port. The System must likewise be capable of supplying electricity to the port’s mobile cranes, which are continuously being replaced with electric-hybrid versions. Traditionally, the task is solved by establishing a network of cables and cable cabinets supplied from the electricity grid. As Port of Aalborg has 5,600 metres of quay, the associated establishment costs would be significant. Instead, Port of Aalborg wishes to establish a mobile system supplied by large batteries. The System must be built in standard containers so that it can easily be handled and positioned in all the port’s quay areas. Two (2) OPS units are required, capable of supplying up to 1.25 MW of power in the voltage range of 400–690 V and on 50/60 Hz systems. In addition, a total battery capacity of 10 MWh and power of 1.25 MW distributed across 2–3 containerised units is required. To achieve a better return on the investment, the batteries must also be designed to function as a traditional BESS facility so that they can be marketed for electricity-grid stabilisation. In a centrally located area at the East Port, switchgear for the batteries must be established for both charging and the sale of grid-stabilising services. Port of Aalborg will provide a 10 kV supply to the switchgear, with a maximum power of 10 MW; the supply is connected with limited grid access. A software solution is also required that can monitor all units and manage the interface between when the batteries can sell services to the grid and when they are booked for other uses. Quay 8005 in Aalborg East Port receives approx. +100 calls annually by a specific type of ship. Consumption there will be too high to be supplied by battery. Therefore, one (1) OPS unit is also required that can be connected to the electricity grid and supply up to 2 MW of power. Like the other two facilities, it must be capable of supplying within the voltage range of 400–690 V and at 50/60 Hz. In addition, 6.6 kV is also required. At quay 8005, Port of Aalborg will provide a 10 kV supply at three specific points on the quay, where cabinets with 10 kV outlets are required to be installed. The supply line must be connected to the switchgear. The complete facility must have a fully automatic earthing system so that all connection and disconnection can be performed by instructed personnel without requiring trained installers. This may, for example, be achieved via a Castle key system or equivalent, so that connection or disconnection cannot take place unless the entire System is locked with earthing. Sufficient CMS must be supplied to service ships with shore power. In addition, the Supply includes consultancy services in connection with testing and delivery of the System, as well as the conclusion of a support and service agreement. Port of Aalborg expects the successful Tenderer to offer a support and service agreement for a period of 12 years. The Agreement also contains an option concerning delivery of the Optional Supply, cf. Appendix 3 (Requirements Specification). The cooperation between the successful Tenderer and Port of Aalborg is governed by Appendix 0 – Cooperation Agreement, which both parties will sign. The Cooperation Agreement describes how Port of Aalborg wishes to carry out the project as Integrated Cooperation through close and equal cooperation between the successful Tenderer and Port of Aalborg. It is a requirement that Port of Aalborg can put the Supply into use before the end of 2027. Port of Aalborg wishes to draw attention to the fact that the project schedule, cf. Appendix 2 (Schedule), is a preliminary draft and a basis for dialogue. The schedule may be adapted and adjusted with regard both to the total period from commencement to handover and to the duration and distribution of the individual phases/periods.
