Denmark – Engineering services – Framework agreement for comprehensive consultancy services concerning artificial turf pitches and other sports facilities

Opportunity description

Framework agreement Rødovre Municipality has, upon dispatch of this contract notice, initiated an open procedure, pursuant to §§ 56-57 of Act No. 1564 of 15 December 2015 (the Public Procurement Act), for a framework agreement covering technical consultancy and assistance relating to architectural, landscape architectural and engineering works (comprehensive consultancy services) in connection with the construction and renovation of artificial turf pitches or sports facilities with similar functionality, e.g. athletics tracks, padel tennis, hockey, etc. On the basis of the procurement procedure, a framework agreement will be concluded with one supplier to provide the services covered by the tendered framework agreement. The estimated value of the framework agreement is DKK 10 million excluding VAT. The value is based on the contracting authority’s historical portfolio and need for comprehensive consultancy services over the past 4 years. The maximum value of the framework agreement is DKK 20 million excluding VAT. The range has been determined, among other things, taking into account that the presence of environmentally hazardous substances in the soil (e.g. PFAS) is unknown, and therefore the extent of consultancy required to address this issue is also unknown at the time of the procurement procedure. The future tenderer is not guaranteed a minimum turnover under the framework agreement, nor is the contracting authority obliged to make purchases under the framework agreement. The contracting authority expects to initiate the following 3 projects immediately following conclusion of the framework agreement: (1) Espelunden Sports Facility: Replacement of artificial turf on two adjoining 11-a-side pitches with SBR infill with 11-a-side pitches with alternative infill. (2) Espelunden Sports Facility: Construction of 3 5-a-side artificial turf pitches (podebaner) north of the existing 11-a-side pitches. (3) Espelunden Sports Facility: Drainage project involving the storage and reuse of drainage water from the aforementioned pitches for irrigation of the nearby stadium pitch. The content of the above projects will be described in greater detail when initiating the process for awarding assignments under the framework agreement, including the contracting authority’s description of the project through preparation of the ATR form accompanied by a completed checklist (YBA 19). All 3 projects are expected to be put into use no later than mid-2028. Procedure: open. Estimated value: 10,000,000 DKK.
