Beredskab Øst wishes to invite expressions of interest in the performance of operational emergency response services. The contract will be awarded without further publication, cf. Section 187(3) of the Danish Public Procurement Act. The service put out to tender comprises the provision of operational firefighting and rescue emergency response services in Beredskab Øst’s response area. The supplier must make the necessary firefighting personnel available and ensure a fully operational emergency response service around the clock, every day of the year, in accordance with Beredskab Øst’s applicable risk-based dimensioning as well as relevant legislation and other requirements imposed by authorities. The assignment will be performed from the fire stations in Ballerup, Gentofte, Gladsaxe and Lyngby-Taarbæk. At each of the four fire stations, the supplier must, as a general rule, make available a permanent, continuously staffed 1st response unit consisting of 5 functionally trained firefighters. At least one of the five must be trained as a crew leader and be able to perform the crew leader function. The personnel must be permanently assigned to the stations, although permanent relief personnel may be used and duty rosters may be planned across the stations in accordance with the detailed provisions of the requirements specification. At weekends and on public holidays, the supplier must also make a 6th functionally trained firefighter available at the four stations, so that the deputy fire chief can perform the crew leader function for the 1st response unit. In addition, the supplier must provide the 2nd response unit as a part-time emergency response service. At the fire stations in Ballerup, Gladsaxe and Lyngby-Taarbæk, it must be possible, upon alarm, to deploy 1 crew leader and 5 functionally trained firefighters. The personnel must be allocated so that the unit can depart from the fire station within the specified turnout time. At Gentofte Fire Station, the supplier must, upon activation of the 2nd response unit, be able to deploy 2 functionally trained firefighters. As a supplement to the continuously staffed and part-time staffed force, the supplier must make 3 permanent firefighters available on 170 weekdays annually to staff a daytime fire engine between 08:00 and 16:00. The daytime fire engine will not be staffed during periods of industrial and main holidays. The personnel must be available to provide relief for the 1st response unit and may, according to Beredskab Øst’s needs, be used for other tasks or distributed among the stations for relief and cover. The supplier must also make the necessary local management available. There must be one area manager shared by the four fire stations, permanently assigned to Gladsaxe Fire Station, as well as a local fire station manager at each of the four stations to handle daily management and coordination of the part-time firefighters. As part of the contract, the area manager and any other middle managers must also be able to participate in operational duty coverage in accordance with the detailed requirements of the requirements specification. The operational service includes, inter alia, firefighting and rescue operations pursuant to the Danish Emergency Management Act, emergency remediation and restoration following an operation, intermunicipal assistance, mitigation of consequential damage and salvage of valuables, as well as assistance to the prehospital sector and other urgent emergency-response-related tasks. In addition, the personnel must perform a range of service, drill and training tasks during the working hours in which Beredskab Øst has the personnel at its disposal. The response area comprises the municipalities of Ballerup, Gentofte, Gladsaxe, Herlev and Lyngby-Taarbæk, as well as parts of the municipalities of Furesø and Egedal and certain motorway sections for which emergency assistance agreements have been concluded. The coverage area may change during the contract period as a result of, inter alia, legislative amendments or the conclusion of supplementary emergency response agreements. Interested economic operators are invited to notify the contracting authority of their interest in the contract by submitting an expression of interest to jekb@gentofte.dk no later than 1 September at 12:00. The procurement procedure will be conducted as a negotiated procedure pursuant to Title III of the Danish Public Procurement Act. SUITABILITY: During the procurement procedure, it will be a minimum requirement that the tenderer has at least one comparable reference comprising: - Performance of firefighting and rescue services, including emergency driving, in an area comparable in size to the contract’s coverage area, for a period of at least 12 consecutive months. The reference must have been performed within the last 3 years from the deadline for submission of the initial tender. The award procedure will be based on the lowest price. The contract will commence on 1 January 2028 and will have a duration of 4 years, with an option for the contracting authority to extend it by 2X12 months.
