The contracting authority has put out to tender a contract concerning the maintenance and further development of KOT Admissions. KOT Admissions is a sector-critical application that supports admission processes for higher education programmes in Denmark. Following Transition In, the supplier must, in close agile collaboration with the contracting authority, ensure the effective maintenance and further development of KOT Admissions. Background and purpose KOT Admissions is a sector-critical application that supports the annual coordinated admission to higher education programmes in Denmark. Each year, the application handles approximately 85,000 applicants and 229,000 applications across 940 programme offerings at 30 educational institutions. The coordination task is anchored in the Danish Agency for Higher Education and Science (UFS) within Coordinated Admission (KOT), and encompasses all academy profession, professional bachelor’s and bachelor’s degree programmes. The overall purpose of the coordination is to enable an applicant, in the same admission round, to apply for admission to several programmes in order of priority, while allowing the institutions, based on the processing of the applications, to rank the applications so that an applicant is offered at most one study place, on the highest-priority programme possible among those applied for. KOT Admissions has recently undergone modernisation at the Agency for IT and Learning, after which it was transferred to UFS, which now has overall responsibility for the system. KOT Admissions consists of modules built on various technologies, including: • Backend: Java (Spring Boot) and .NET Core • Frontend: Angular • Database: PostgreSQL The contracting authority is the platform owner and provides the complete operating platform, infrastructure, network, identity management and test data. The contract includes the following main services: Application maintenance: Ongoing preventive application maintenance. Error correction: Ongoing error correction in accordance with established service levels. Minor changes: Implementation of minor changes to the application. Testing and quality assurance: Performance of relevant testing and quality assurance prior to releases and patches, including end-to-end testing or other relevant tests (performance, security, specific integration tests, etc.). Release management: Management of ongoing releases and any patches required outside the normal release cycle. The supplier must bear overall responsibility for an effective release process and be clear about the process, roles and responsibilities. Technical support: 2nd- and 3rd-level support. Further development: Implementation of ongoing further development and independent further-development projects with participation from UFS and the supplier. Transition In: Takeover of the application from the existing supplier. Procedure: restricted. Estimated value: 50,000,000 DKK.
